PERSONNEL SECURITY SPECIALIST

Description

·      Personnel Security support for the Office of Security Management (OSM) for the USAFRICOM, which exercises senior level cognizance over the Collateral and SCI security activities of the COCOM (Combatant Command) and multiple subordinate units.

·      Analyze and evaluate major antiterrorism/force protection program and user requirements, to include foreign travel, vetting of NATO/foreign visitors, determining eligibility for and granting access into classified areas, and identifying insider threats.

·      Receive, review, validate and process badging requests for visitors and permanent party members.

·      Create and issue security badges and personnel identification numbers associated with the security badge for military, civilian and Contractor personnel that require access to USAFRICOM, its sub-unified commands, and tenant agencies. 

·      Use various systems including, but not limited to LENEL and the Special Security Officer (SSO) database to tailor security badge access to meet member mission requirements and need-to-know.

·      Access daily visit requests received in JPAS (or subsequent Government adjudicative database) and input visit requests into the local SSO database. 

·      Check the badge drop box within the first (1) hour of each working day and prior to concluding daily operations. 

·      Review submitted data to include justification and verification to ensure that requested information meets security requirements for designated sensitive position. 

·      Verify the visitor request based upon mission requirement and individuals need-to-know. 

·      Validate clearances and review JPAS (or subsequent Government adjudicative database) ensure proper type of USAFRICOM credential are issued. 

·      Validate CACs prior to issuing badges. 

·      Input building number access and dates of operation in various database systems such as but not limited to SSO database and LENEL system. 

·      Responsible for initiating, signing, and reviewing the civilian/military personnel records; to make a determination to the type of credential to be issued. 

·      Input building number access and dates of operation in various database systems such as but not limited to SSO database and LENEL system. 

·      Use the Government provided log to track all daily visitors and badge requests required, permanent party, and all other security badges that are deemed necessary by the USAFRICOM Security Office. 

·      Be responsible for verifying, and tailoring building access for all USAFRICOM employee and visitor badges that are issued to a member. 

·      Produce access control rosters. 

·      Validate badge termination dates and re-evaluate extension dates.  The Security Office will validate and research all members that are located in Scattered Castles, and RMT Message Traffic/Mystic.

·      Deactivate all badges. 

·      Destroy all permanent party badges after deactivation. 

·      Provide a weekly report to the Security Office of all permanent party badge terminations.  Badges must be destroyed within five (5) business days after

·      In the event that a badge is lost or stolen, the Security Specialist must inform individual that a police report will be required prior to rebadging.  Once the individual returns with the police report, the Security Specialist must deactivate the badge, verify credentials in JPAS (or subsequent Government adjudicative database), SSO database, and applicable systems, and reissue badge along with a notification to the USAFRICOM Personnel Security Branch Chief. 

·      In the event that the individual knows the location of the badge but does not have the badge accessible due to forgetting it at home for example, a temporary visitor’s badge can be assigned. 

·      Follow the guidance within the SOP

·      Receive, review and process requests for security clearances for military, civilian and contractor personnel submitted by USAFRICOM, its sub-unified commands, and tenant agencies. 

·      Responsible for reviewing personnel security information and must determine the adequacy/originality of data submitted to include justification and verification of a designated sensitive position. 

·      Responsible for initiating and signing the required force protection/military/local record checks; reviewing the pertinent portions of the Government-provided security databases; and making a decision as to the type of USAFRICOM credential to be issued.

·      Maintain a working knowledge of a wide range of principles, concepts and methodologies for NATO, physical, information, operational, and personnel security, with skills necessary to review, analyze, and resolve difficult and complex security problems. 

·      Apply a wide range of security functional area knowledge to treat unique organizational security problems. 

·      Be aware of requirements and where to locate instructions for submitting different types of security investigations.

·      Resolve a variety of conventional or complex personnel and information security problems, questions or situations such as recommending action regarding clearances granted and other security program services that contribute to meeting mission objectives within level of authority. 

·      Work products and/or clearances granted affect the effectiveness and efficiency of ongoing security programs.

·      Assure an adequate supply of forms are on hand; requisitions, regulations, directives, etc.; maintain office files; posts and files regulations; take fingerprints; answer telephonic and written inquiries of a routine nature; compose and type correspondence and other final products accurately and efficiently.

 

 

Minimum Requirements

Required Experience:

 

Five (5) years of DoD experience in security administration, intelligence, or database management. 

Two (2) year experience working with Joint Personnel Adjudication System (JPAS) and LENEL systems. 

Certified in LENEL and proficient in JPAS prior to contract period of performance start date is preferred. 

Desired Requirements

Knowledgeable of the most recent version of JPAS, or future iteration of the DoD system of record for personnel security clearances, and LENEL.

Knowledgeable of the following systems: Scattered Castles Electronic Questionnaires for Investigations Processing (e-QIP), Personnel Security Investigation Portal (PSIP), Secure Web Fingerprint Transmission (SWFT), Record Message Traffic (RMT), Defense Information System for Security (DISS), and MS Office.
