Oracle Payroll Subject Matter Expert

Job Description

CACI is pursuing the prime contract for the development and integration of a large Personnel and Pay systems integration effort.  The program is an ACAT-1 level program with high visibility within CACI's large portfolio of enterprise business systems and Human Capital management solution programs.    The system is a future Web-based, integrated Air Force Enterprise Human Resources (HR) and Payroll solution designed to alleviate the customer's current reliance on stove-piped HR systems and payroll interfaces that do not efficiently share information with one another. As a result of its implementation, the system will provide a centralized resource for employees, managers, and HR Professionals to better manage personnel and pay information, helping the Airmen focus more on mission needs.

POSITION SUMMARY:
 
Provides detailed functional support to the AF IPPS technical development team focused on  the USAF military pay requirements, business rules, data, and business process as well as understanding of DFAS payroll functionality and processes. Work with senior managers and proposal development team to identify and solve functional area issues, design solutions, develop conceptual models, translate functional area requirements into technical requirements, and support design and implementation of enterprise application solutions in Oracle EBS. Provides functional analysis, understanding, and interpretation of  the AF IPPS systems requirements models.. Support the technical team in analysis of the information system baseline and perform a -œgap analysis- between the baseline, user operational requirements, and the operating capability of products. Supports technical design reviews, enterprise approach validations, and work product assessments. Supports capture and proposal efforts to formulate winning proposal solutions that include an end-to-end technical approach (analysis, design, integration, implementation, and deployment) of the Oracle e-Business Suite (EBS) Payroll solution. 
 
RESPONSIBILITIES:
- Perform as a senior functional analyst and subject matter expert role on the AF-IPPS program supporting the end-to-end personnel and pay business processes.
- Analyze and provide functional insight to AF-IPPS requirements and specifications from functional users, subject matter experts, and Requests for Proposals (RFPs)
- Translates customer requirements into a best fit within the application, and develops processes and documentation that support the SDLC
- Support application design, configuration, deployment, and security setup activities as needed with functional expertise
- Support application test planning and test execution efforts for the AF-IPPS program
- Provide functional assistance with configuration and reconciliation of Oracle Fast Formula pay calculations to meet Air Force Policies and Regulations.
- Review completed or rejected military pay transactions, taking corrective action when necessary and identifying root causes of incorrect pay entitlements.
- Identify business rules and processes to advance service delivery and reduce pay errors.
- Identify DoD / Air Force policies, proceedures, and regulatory changes that can impact system design and functionality.
- Support demonstrations of Oracle configurations including development of prototypes
- Hold a key role in fit/gap analysis activities and actively support application design and implementation of identified RICE-W objects
- Review and comment on proposed functional/capability configuration for each of the product modules
- Evaluation and feedback on system and functional design documents, test plans and scenarios, and other associated artifacts
- Assist the team in helping to build, configure and test integrations between HCM, Global Payroll and other third party/custom solutions as necessary
- Effective communication skills and demonstrated experience working in a team-oriented environment 
REQUIRED QUALIFICATIONS:
- Bachelor's degree in Computer Science or Information Systems or other technically relevant degree
- 10 Years of IT experience, with at least 5 years experience in supporting the end-to-end personnel and pay functional processes for the USAF
- Must be a team player and be able to adjust to a dynamic working environment that supports a government agency
- Must have strong written, verbal, and listening skills
- Experience with gathering reporting requirements and conducting -œmap and gap- analysis/assessment
- Must have strong analytical skills and can demonstrate strong problem solving skills.
- Ability to communicate in a clear and concise manner and success working in Integrated Product Teams (IPTs)
- Ability to attain active Secret clearance
DESIRED QUALIFICATIONS:
- Experience in functional support to large scale commercial off the shelf (COTS) software development projects
- Experience in functional testing, change management, and governance for large government organizations
- Experience with DFAS payroll operations including knowledge of Federal Military Pay Regulations.
- Experience with Military Payroll Audit procedures
- Functional understanding of Defense Joint Military System (DJMS) processes and key systems interfaces.
