Operations Integration Manager

What You’ll Get to Do:

The Mission Support manager will be responsible for managing and directing the day to day operational activities for a transitioning program using advanced software applications to interactively counter emerging threats to the customer’s cybersecurity interests.  The Mission Support Manager will report directly to the R&D program manager and support the integration of operational planning and development of the program as it transitions to a program of record and through the FYDP.  In anticipation of operations, provide ongoing process evaluation, systematic assessment and feedback to the R&D team for prototyping and CONOPS refinement by collecting, analyzing and using process data in order to determine effectiveness of the CONOPS and investigate whether it has been implemented successfully. This position will be used to develop requirements for follow on efforts.


 

Responsibilities:

  • Identify how interrelated processes within the program have been implemented, to include personnel involved in the implementation, resources used, problems experienced during the implementation; and provide feedback for CONOPS refinement and R&D prototyping as needed
  • In preparation for operational use, conduct assessment of stakeholders and processes concerned with the project; respective process requirements; and make recommendations for measurements of efficiency to determine stakeholder satisfaction
  • Once transition efforts are established, manage and direct the day to day operational activities of Mission Support Analysts (MSAs), network administrators, along with policy and training integration personnel assigned to the program, and delegate assignments as needed
  • Operate in a strategic capacity while overseeing the tactical day-to-day operations of the MSA team and program support efforts, particularly optimizing the workflow to facilitate support to operational users
  • Ensure the ability to assume and promptly resolve any escalated issues that may arise with regards to support to operational users
  • Foster the development of “Win-Win” relationships with various entities to include Defense Industrial Base (DIB) and Cleared Defense Contractor (CDC) leadership
  • Support program and center leadership by assisting and/or performing in-depth assessments through interview and peer level interactions to identify inefficiencies and implement appropriate recommendations to mitigate risks
  • Liaise between leadership and operational users to provide consistency and excellence in service offerings
  • Track and enhance established procedures for the acceptance, assignment, and handling of all service requests
  • Deliver presentations as needed at meetings and conferences to DCISE technical exchanges and DIB working groups
  • Provide guidance and support to leadership regarding operational and administrative functions that will be integral to CONOPS refinement
  • Recommends, designs, or develops new policies, methods, techniques, and program modifications to increase operational efficiency
  • Monitor key performance indicators, determine gaps in performance metrics, and recommend / execute upon change management techniques for efficiency / quality improvements
  • Ensure the program team receives timely and effective training on all current and new technologies and processes



You’ll Bring These Qualifications:

  • Bachelor's degree, Master’s preferred, in one of the following fields or related studies:
    • Systems Engineering
    • Computer Science
    • Cybersecurity
    • Information Systems
    • Information Assurance
  • Ten years of Program/Project management experience AND 15 years of experience in one of the following fields:
    • Counterintelligence – Cyber CI, Offensive CI, or CI support to Research, Development and Acquisitions
    • DoD Cyber Operations
    • Program Protection
    • Information Operations, Operational Security or Military Deception
  • Must possess a broad knowledge of cyberspace capabilities availability and understanding of available infrastructure or platforms
  • Demonstrate an understanding of information security beyond simple terminology and concepts through one or more industry recognized network security certifications (any): CISSP, CEH, GCIH, Network+, Security+, A+, CCNA or similar industry recognized certifications
  • PMP or similar industry recognized project management certification preferred
  • Demonstrated understanding of the life cycle of network threats, attacks, attack vectors, and methods of exploitation with an understanding of intrusion set Tactics, Techniques, and Procedures
  • Demonstrated experience managing a complex project, TO, or program of similar size
  • Demonstrated experience overseeing and determining staffing requirements for projects similar in scope and complexity, and consisting of a diversity of technical skill sets
  • Demonstrated knowledge of DoD IT and IA standards, processes, policies and regulations
  • Demonstrated knowledge of performance monitoring/performance metrics
  • Familiarity with the Department of Defense Cyber Crime Center (DC3) and its associated mission areas
  • Motivated self-starter with strong written and verbal communications skills, and the ability to forge long-term relationships with DIB partners
  • Ability to work effectively in a fast-paced environment with competing priorities
  • Strong interpersonal and leadership skills
  • Must possess TOP SECRET clearance at time of hire, with SCI eligibility

DESIRED SKILLS

  • Demonstrated experience in evaluating a complex project, TO, or contract to identify and eliminate operational inefficiencies.
  • Demonstrated familiarity with evolving cybersecurity tactics, techniques and procedures

TRAVEL REQUIREMENTS

  • Local off-site travel up to 3x per week within the Washington, DC area to include but not limited to Columbia, Maryland; Fort Meade, Maryland; Pentagon, Virginia; Quantico, Virginia; Chantilly, Virginia; and Arlington, Virginia
  • CONUS travel up to 1x per month to operational user sites and performer sites
  • OCONUS travel up to 1x per year to COCOM and International Partner sites to include, but not limited to Hawaii; Germany; Republic of Korea; Japan; Australia; Canada; United Kingdom; New Zealand; Qatar
