Summary:

The On Site General Manager (OSGM)is responsible for a fully trained contractor Protective Force. The OSGMis responsible for exercising leadership, maintaining high morale, directingand inspecting the performance of personnel assigned to their site. Thisincludes overseeing the scheduling, work distribution, training, answering ofquestions related to work, and solving problems. The OSGM musthave complete knowledge of the site, all building and facilities, post orders,emergency contact list, emergency procedures, special instructions and all postduties at the site.is responsible for managing the CGP Program ManagementOffice (PMO). The OSGM also oversees the personnel security andhuman reliability program (HRP) and ensuring that CGP employees follow siteenvironment, safety & health (ES&H) regulations and directives. The OSGMis the primary contractual liaison with the government, exercises leadership,maintains high morale, and oversees quality control.

Duties andResponsibilities:

  • Maintaina highly trained, qualified, fit, and armed protective force to ensure thephysical protection of DOE HQ classified materials, industrial assets, and mitigateand deter sabotage events.
  • Provideprofessional management to accomplish all performance criteria in the contractstatement of work and compliance documents.
  • Mangethe DOE HQ Site Protective Forces, including canine (K-9) units.
  • Overseeoperation of the Patrol Operations Center twenty-four (24) hours a day, seven(7) days a week, 365 days a year (24/7), with emergency dispatch capability.
  • Manageand operate the DOE HQ Patrol Training Academy (PTA).
  • Approvegeneral purchases to ensure the DOE HQ Patrol is fully equipped.
  • Maintaincontrol of assigned sensitive property and equipment.
  • Ensurethat Security Police Officers (SPO) are trained and fit for duty.
  • EnsureDOE targets and assets are sufficiently protected on the DOE HQ Site.
  • Directlyresponsible for overseeing the Protective Force administrative functions,including budget, personnel supply/logistics, and coordinating those functionswith the appropriate staff.
  • Serveas the primary liaison with organized labor under the CBA (if applicable).
  • Ensurecompliance with Federal, State, local, DOE, laws and regulations andrequirements and site energy management conservation regulations, collectivebargaining agreements, security, safety, and other specialized programs orcontractual requirements relating to the business of this section, workingwithin the limits of established policy.
  • Willverify that all officers receive and understand new, changed, or specialinstructions.
  • Conductinvestigations into security matters and report findings to chain-of-commandand the client.
  • Managethe staffing of posts at the site in order to ensure complete coverage. Thisincludes, but is not limited to, coverage for vacations, illness, andcall-offs.
  • Willreview and ensure clarity, completeness, accuracy, and legibility of allwritten reports, timesheets, & logbook entries.
  • Keeppost orders & operations manual accurate and up-to-date.
  • Takecharge and directs security personnel in any unusual or emergency situationsrequiring immediate and necessary action.
  • Maintaindaily liaisons with DOE officials to ensure the terms of the contract are beingmet to the client's satisfaction and expectation.
  • Hascomplete authority over assigned personnel to ensure the accomplishment ofquality work.
  • Maybe required to work other than normal duty hours, which may include evenings,weekends, and/or holidays.
  • Oversees and directly or indirectly supervises all Security Police Officers on the contract.
  • Otherduties as assigned

MinimumQualifications: (Toperform this job successfully, an individual must be able to perform eachessential duty satisfactorily.)

  • Bachelors’ degree in a related field, such as law enforcement, police science, police administration, or criminology.
  • Equivalent education/experience is applicable.
  • Ten (10) years’ experience in security or law enforcement administrative and operations experience in the armed forces security police or civilian equivalent or related field eight (8) of which is at the supervisory level.
  • Must be at least 21 years of age.
  • Must possess and maintain a valid state driver’s license.
  • Must possess and maintain a DOE Q security clearance.
  • In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

Knowledge, Skillsand Abilities:

  • Knowledge of DOE directives pertaining to safety and security operations.
  • Knowledge of protective force operations.
  • Skill in operating a personal computer and standard office equipment.
  • Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook.
  • Must write clearly and informatively; Edit work for spelling and grammar; Vary writing style to meet needs; Present numerical data effectively; Able to read and interpret written information.

  • While performing the duties of this Job, the employee is regularly required to sit and talk or hear. Specific vision abilities required by this job include close vision.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
