Senior Business Development Manager – NCR Officer

Responsible for leading customer engagement in the Washington, DC area focused on the National Air Space (NAS). This includes the DoD, DoT/FAA, NASA, and DHS/CBP. Responsible for the management of the NWS administered DC office located in L’Enfant Plaza. This includes office logistics and customer engagements.

The candidate will also be responsible for development and implementation of strategies in creating domestic Air Traffic Control opportunities. The candidate will work closely with the Air Traffic System (ATS) Director and his team. Key ongoing programs include FAA STARS/TAMR, FAA NWP, Ground-Based Detect and Avoid (GDBAA) and DRAPCON.

Responsible to support the profitability and growth of the ATS SMA that provides FAA, DoD and global air traffic systems.
  • Establish and grow working relationships with the FAA, DoD and other Government agencies
  • Establish partnerships and grow working relationships with industry partners
  • Support competitive pursuits through Integrated Product Development System (IPDS) through Phase 2 and actively participate with the Businesses in gate reviews, color teams and Strategic Planning activities
  • Understand and represent customer needs to senior management
  • Build relationships and shape requirements and acquisition strategies
  • Perform competitive assessments and support on-going capture efforts
  • Identify new business opportunities; support businesses in pursuing lateral opportunities and supporting current programs that are critical to the company
  • Conduct and present market assessments, assist in the preparation of business plans, including planning for marketing proposals and IR&D activities
  • Support, manage and execute customer contact plans
  • Work with the ATS sub-mission area leads to develop executable Annual Operating Plans

Required Skills:
  • 12 Years, with related Bachelor’s degree, or 10 years with related Master’s degree, or 8 years with related PhD.
  • Progressive experience working with the Federal/Civil Aviation Customers; Knowledge of FAA business practices and organizational structure
  • Knowledge of the Congressional authorization/appropriation budgetary development process
  • Familiar with proposal writing and evaluation experience
  • Excellent interpersonal and communication skills – including the ability to present and articulate complex technical capabilities to senior internal and external customers
  • Proficiency with Microsoft Office programs (Word, Excel, Power Point).
  • Position is located in Washington DC (need to be completely accessible to the FAA customer)

Desired Skills:
  • Master’s degree in business or engineering discipline preferred
  • Secret Clearance or ability to obtain
  • Must have a proven win record; experience to ‘close the deal’
  • Knowledge of Raytheon organization, capabilities and programs
  • Familiar with Raytheon Policies and Procedures.
  • Capture experience
