The Systems Engineering and Integration for the National Systems (SEIN) for Geospatial-Intelligence program delivers full life-cycle systems integration and engineering services to the missions of its customer.  This program is chartered to provide technical leadership for many of the National Geospatial-Intelligence Agency’s (NGA) highest priorities and projects. 

The National Systems for Geospatial-Intelligence (NSG) Requirements Engineering Division leads efforts to capture users’ needs by performing requirements elicitation directly with users, decomposition of requirements, performing deep dive analysis of requirements to identify capability gaps and areas of redundancy, and provide thought leadership for requirements process and baseline development.  As part of these efforts, the Requirements Engineer ensures traceability while continuously seeking opportunities for cost reduction.

The Requirements Engineering Division Strategic Requirements Analysis (SRA) team performs enterprise level requirements analysis for many different efforts across the agency. These efforts include:

  • Conduct Capability Based Assessments (CBA) to prioritize gaps, define capabilities and Required Performance Metrics (RPM) to mitigate gaps and defend investment in transformative mission capabilities, internal agency coordination, coordination and vetting through ICCR
  • Performing deep-dive analysis of capability needs and technical solutions to support system-level specifications and engineering requirements; and linking those requirements to the Joint Architectural Reference Model (JARM) to identify and report opportunities for Intelligence Community reuse, prioritization of deliveries, and retirements
  • Coordination with both internal and external customers to elicit, define and capture strategic / enterprise and system-level capabilities / requirements to satisfy mission objectives
  • Developing clear, consistent, testable acceptance criteria and requirements, with proper traceability
  • Establish and maintain capability and enterprise requirements baseline integrity in consonance with sound engineering principals supporting Configuration Management
Qualifications:

Required Qualifications:

  • TS/SCI Clearance (with a current SSBI and counter-intelligence polygraph, both favorably adjudicated within the last 6 years)
  • Bachelor’s degree in System’s Engineering or related technical experience in computer science and / or information science
  • 16+ years system engineering or system development experience or equivalent experience / combined education Systems Engineering and Integration experience working with National System for Geospatial Intelligence (NSG) / NGA or GEOINT mission partner systems / segments
  • 10+ years experience supporting NGA or its IC partners
  • Recent Office of the Director for National Intelligence (ODNI) / Systems and Resource Analysis (SRA) and Intelligence Community Capability Requirements (ICCR) process experience, or JCIDS equivalent
  • Recent experience with Statements of Capability (SOC) and the technical analysis of competing solutions, analysis of alternatives, independent cost estimates, program management plans, acquisition strategies, and other key deliverables necessary to successfully navigate a SOC through Milestones A, B, and C.
  • Experience with elicitation of strategic, enterprise and solution requirements
  • Strong customer service mindset
  • Ability to work independently and within a team environment
  • Very strong interpersonal, problem solving, organizational and multi-tasking skills
  • Excellent written, verbal, and presentation skills

Desired Qualifications:

  • Demonstrated domain knowledge of the GEOINT Collection mission area
  • Demonstrated working knowledge of the NGA organization and programs
  • Working knowledge of the NSG and NGA acquisition processes
  • Basic understanding of the synergy between architecture and requirements
  • Experience in development and use of requirements taxonomy
  • Experience with the Intelligence Community Program Architecture Guide (IC PAG)
  • Working knowledge of the IC JARM
  • Previous Technical or Document POC experience with configuration management of controlled items
  • Request for Change (RFC) authorship experience
  • INCOSE SE&I certification
  • Familiarity with Model Based Systems Engineering
  • Project / Task Leadership skills and experience
  • Proficiency with Microsoft Office applications
