Network Information Operations (NIO) Division Leader

Raytheon Applied Signal Technology is looking for a business area director to lead our Network Information Operations (NIO) portfolio of programs and pursuits, currently valued at over $65M in revenue. As the head of this business division, the Director is responsible for establishing and implementing strategies having direct impact on business growth, establishing product roadmaps, as well as setting tactical and operational plans to achieve current year execution. Significant emphasis will be placed on growing the business through innovation and technology as the principal senior interface to the NIO customers and associated internal/external parties.

The Director will oversee key IRAD activities in order to build discriminators for the NIO business area. As such, this position requires extensive technical knowledge and a proven record of successful customer relationships and program wins. Close coordination and collaboration with other leaders of the organization will be key in supporting strategies and activities across the full spectrum of AST programs, in addition to regular interface and problem solving with direct reports, team leads, engineers, end users, and other contractor personnel and customers in a diverse environment.

Program complexity will require detailed management oversight of cost and schedule performance as well as technical performance and risk. He/She will be responsible for early identification of program risk and proactive management, mentoring program managers and department managers to improve their performance and careers, to support programs in their execution.

The selected candidate must have a comprehensive knowledge of company program management standards, policies and guidelines. Candidate must have a successful track record of shaping, bidding, and leading programs with successful, quantified business results. Selected candidate will require proven strategic planning execution capabilities as well as possess the maturity and capability to work collaboratively across all levels of the corporation. Candidate should possess a solid technical background in cyber and communications. Briefings to management and customers requires highly effective communication, written and verbal. The position will require frequent interface and coordination with a customer base, geographically distributed workforce, other Raytheon business units and sub-contractor teammates and may require extensive travel. The individual will oversee staff and programs in Maryland, Northern and Southern California, with components of execution in Utah and Virginia.

Required Skills
  • At least 14 years of proven leadership experience, with strong technical acumen
  • Proven capability to develop and implement strategies to meet/exceed financial targets through execution excellence
  • Ability to motivate and drive predictability in the capture and execution of cost effective, customer-oriented solutions, to achieve financial targets
  • Strong financial acumen, experience in risk management, Earned Value, Estimates At Complete (EACs), cost estimation and planning.
  • Demonstrated success driving leadership values and behaviors associated with change management and organizational accountability
  • Ability to lead effectively in a geographically distributed environment
  • Thorough understanding and implementation of best practices and processes to include capture management, integrated product development, IMP/IMS, production operations, and mission support activities.
  • Demonstrated experience leading customer focused marketing, proposal management, and negotiations activities.
  • Proven record of successful interaction with the specific customer community
  • Excellent interpersonal skills especially in conflict resolution, and customer relationships.
  • Demonstrated ability to successfully interact across all levels of the organization, including senior levels of leadership, customers, other Raytheon businesses, and teammates.
  • Highly effective communication and written skills.
  • Ability to act independently and make sound decisions positively affecting the success of the division and Mission Area.
  • U.S. Citizenship Status is Required as this position will require the ability to Access US Only Data Systems.
  • U.S. Citizenship Status is Required as this position needs an Active U.S. Top Secret/SCI Security Clearance as of Day One of Employment.
