Network Architect - TS/SCI with Poly

Jacobs is seeking a Network Architect with an active TS/SCI Polygraph to support our customer in the Reston, Virginia area. Primary duties include:

  • Responsible for the strategic, technical and operation direction of the sponsor.
  • Works with a cross-functional team of network engineers serving as cryptology (SME) for the sponsor.
  • Establishes industry-leading security processes and practices at each phase of the network development lifecycle.
  • Provides guidance on Inline Network Encryptors (INE) design and architecture.
  • Coordinates the prioritization of critical security-related activities and organizes educational initiatives and materials.
  • Analyze, select, and design implementation and integration strategies for encryption technologies and products.
  • Provide an input to IA process activities and related documentation such as systems concept of operations, system security design, implementation plans, operational procedures, and maintenance training materials.
  • Develop crypto architecture deliverables, specific to information security countermeasure implementations, for operational networks and networks under development.
  • Experience completing or managing to completion various projects, tasks, and/or deliverables with minimal supervisory oversight.
  • Evaluate proposed network architectures and designs and provide input as to the adequacy of those network designs to meet required security/crypto compliance objectives.
  • Test devices for compliance with customer network engineering requirements.



  • Active TS/SCI with Poly security clearance
  • BS degree in a computer or system science discipline from an accredited college or university and fourteen (14) years of progressive, relevant experience, or an MS degree in a computer or system science discipline and twelve (12) years of progressive experience, or a Ph.D. degree in a computer or system discipline and seven (7) years of progressive experience
  • Minimum of 11 full years of experience specific to the skill must be reflected.
    • 5+ years of hands-on networking experience.
    • 3-5 years experience with Data Encryption Deployments and Applied Cryptography
    • 3-5 years experience with scripting languages
    • 5 years experience with encryptor managers to include but not limited to GEMX, SMC, Common HAIPE Manager.
  • Working knowledge of design and implementation experience for data networking, routing & switching, subnetting and network segmenting with large scale enterprise network.
  • MPLS configuration experience required.
  • Proven ability to troubleshoot complex issues related to hardware, L3/L2 deployment, application behaviors and TCP stack.
  • Thorough understanding of Network Infrastructure and topology, LAN/WAN, TCP/IP, IPv4, IPv6, DNS, DHCP, VPN and Network Monitoring tools.
  • Ability to work independently with minimal oversight and high autonomy.
    Experience managing multiple, often competing, priorities and tasks and following through to completion on strict deadlines.
  • Ability to use discretion and judgement in evaluation problems and creating solutions for members.
  • Possess an CISSP (Certified Information Systems Security Professional) or ISSEP (Information Systems Security Engineering Professional).
  • Knowledge of cryptographic standards and algorithms as well as network security protocols such as HAIPE, IPsec, MACsec, SSH, SFTP.
  • Knowledge of routing and switching concepts and technologies (OSPF, BGP, PIM, EIGRP), as well as Telco circuit knowledge and troubleshooting skills.
  • Experience working collaboratively with Senior Network Engineers, Systems software developers and Administrators.
  • Knowledge of requirements management, configuration management, lifecycle readiness management, risk management, and schedule management practices and processes.
  • Ability to configure Hardware Security Modules (HSMs). Experience with policy development and writing experience with Certificate Policy and Certification, as well as Practice Statements
  • Extensive experience developing solutions integrating and extending COTS products from multiple vendors
  • Experienced with the design and specification of service-based, distributed Enterprise system solutions



Essential Functions

Physical Requirements: Most work will be done at a desk or computer.
Work Environment: General Office environment. The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.
Equipment & Machines: General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.
Attendance: Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.
