Mgr Systems Engineering 3 - Subcontracts Technical Manager

The position requires technical leadership and contractual competencies to form strategies to construct and execute compliant major procurement activities utilizing contracting types for major subcontract activities to meet the requirements of the program and needs of the business. Such activities may include long range procurement agreements, sourcing partnerships, continuous improvement initiatives, and identification of opportunities for enhanced efficiencies and to support compliance strategies and initiatives. The successful candidate will possess strong leadership skills, including a command of oral and written skills, solid negotiation skills, the ability to lead a diverse team with varying requirements and priorities in support of the business. Participates in the development of subcontract policies and procedures.

Routine responsibilities include:

  • Review of active procurement and subcontract requirements and status
  • Ensure all requirements are performed in accordance with the scope of work and delivery schedules
  • Development of negotiation strategies and plans
  • Review and approval of purchase order compliance
  • Support of proposal/contractual support activities and required documentation
  • Review and approval of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements), bidder's conferences, source selection, evaluation strategies/partnerships, long range procurement agreements, supplier identification, coordinate export/import control/security requirements, assist/lead price / payment terms and/or customer.
  • Flow down / terms & conditions negotiations to ensure contract/program targets/schedules for material & services requirements are met and ensure compliance with all public law requirements, FAR/DFARS regulations, as well as company (and business) policies and procedures including import/export regulations.
  • Preparing RFP packages, analyzing and evaluate subcontractor proposals, negotiating terms and conditions, initiating and monitoring return to green plans, performing a cost and/or price analysis, awarding the subcontract and effectively managing the subcontractor's performance, managing the Cost Account Managers for the GSC labor and material.
  • Responsibilities also include maintaining team metrics such as on time requisition releases, purchase order placement and non-supporting purchase orders
  • Lead continuous improvement initiatives such as Lean Six Sigma, identification of opportunities for enhanced efficiencies, manage risk through strategic and targeted negotiations, and to support compliance strategies and initiatives.
  • Identification and communication of items needed from other functional areas in support of issuance of a subcontracts

Basic Qualifications:

  • Bachelor's degree with a minimum of 7+ years in US Government or Aerospace subcontracting, procurement, business management, or finance.
  • 3+ years of proven leadership in people leadership or management role.
  • In depth knowledge of FAR and DFAR requirements
  • Applicant must understand the proposal process, pricing instructions, terms and conditions and determine the adequacy of subcontractor proposals received.
  • Proven demonstrated leadership skills and the ability to work effectively in a team environment
  • Ability to lead a team of experienced and mentor junior subcontracts specialists.
  • Must be able to conduct presentations to all levels of internal/external management.
  • Must be a U.S. citizen with a Top Secret/SCI clearance and CI poly or willing to submit to Poly.

Preferred Qualifications:

  • Masters degree in Business, Supply Chain Management, Finance, or Industrial Engineering. The successful candidate will have working knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS).
  • Understanding of Northrop Grumman Procurement Policies and Procedures
  • Expert working knowledge of earned value management systems, supplier financial reporting/forecasting, metrics measuring team performance
  • Demonstrated experience with developing complex agreements.
  • Ability to produce compliant major subcontract procurement packages.
  • Effective communication skills
  • The successful candidate will have experience supervising/managing junior/senior subcontract administrators, working US Government competitive procurements with multiple contracting formats.
  • Expertise in Word, Excel.
  • Knowledge of SAP a plus.
  • Experience working with Systems Engineers in meeting program objectives.
