Mgr Programs 3

The Communications BU of Northrop Grumman Mission Systems is seeking a Programs and Operations Manager to join our leadership team. This position will be located in San Diego.

The Programs and Operations Manager will oversee activities for a $300M Operating Unit (OU) in the areas of Program Management/Review, Product Lines, and Internal Communications, while closely coordinating with Engineering, Business Management, Contracts, Global Supply Chain, Quality/Mission Excellence, Security, Information Technology and Facilities to ensure efficient support of operations. Duties include responsibility for managing program start up, implementing sector program management and review processes, developing staffing plans, coordinating monthly operations and program management reviews. Other duties include preparation of executive-level briefings, representing the OU in meetings, leading specific division initiatives, and acting as OU Director signature authority delegate.

The Programs and Operations Manager will perform the following activities:
Work closely with the OU program manager and functional representatives to ensure implementation of the program management process across the portfolio
Work closely with process owners and functional support areas to ensure effective, affordable and auditable processes are in place and utilized
Regularly review the OU portfolio, evaluating issues and trends, and ensure resources are applied to maintain excellent program performance
Regularly review metrics and status from across the OU to assess overall health, trends, corrective actions and opportunities for improvement
Use your experience to evaluate the balance of program performance, customer satisfaction and resource utilization in achieving OU financial performance goals
Evaluate personnel trends, staffing projections, engagement and development to ensure a capable workforce with the ability to grow
Inform strategic decisions about the tie of programs to strategy, product line portfolios, business development, and organizational growth
Provide discipline to ensure the organization maintains excellent performance, high internal and external customer satisfaction, affordability and continuous improvement initiatives

Basic Qualifications:
Bachelor's Degree and 12 years of relevant experience
Demonstrated success in managing programs/projects to cost, performance, and schedule requirements.
Demonstrated success in leading and developing cross-functional teams
Experience with earned value management system (EVMS).
Current Active Secret clearance

Preferred Qualifications:
Master's Degree in Business Administration and/or Engineering
Prior Program Management and Capture Management Experience
In-depth knowledge of real-time tactical communications systems and networks, government contracting, DFARS, Agile development approaches
Significant DoD product development experience.
Current Active Top Secret / SCI Clearance
Active SAP Clearances
