Northrop Grumman is seeking a Mgr Programs 2 to join our team of qualified, diverse individuals. This position will be located in the state of Washington.

The Undersea Systems business unit is the center of excellence for complex, unmanned systems and solutions across the maritime environment. The Special Defense Strategic Business Unit (SBU) is seeking candidates for a Site Manager / Deputy Program Manager, responsible for site management and day-to-day oversight of field personnel.

This position requires a leader who has demonstrated his/her ability to manage project execution, shape customer needs and establish and develop existing and new customer relationships in this domain area. Additionally, the selected candidate will be responsible for allocation of program space, execution of program security requirements, promoting professional development of program personnel and ensuring the rigor of program execution. The Site Manager must be able to work under pressure with multiple deadlines for multiple customers and demonstrate attention to detail and the ability to work with minimal supervision. The selected person must possess proven analytic skills as well as excellent verbal and written communication skills.

Additional responsibilities of the Site Manager / Deputy Program Manager include:
Support of the daily execution and activities of programs at the field site.
Serve as the primary liaison with co-located end-users and customers.
Direct the work of site engineers, technicians and support personnel to achieve cost, schedule and technical performance.
Conduct briefings and technical meetings for management.
Support establishment of design concepts, criteria, and engineering efforts for product research, development, integration, test and ongoing support.
Interact with equivalent-level managers concerning matters of significance to the company.
Be a manager / leader whose decisions affect the program financial, technical and personnel performance.
Be accountable for results that impact the performance of the mission and success of program objectives and activities.
Support the program managers of programs with activities at the field site in all aspects of program execution including budgets, schedules, and performance standards.
Coordinate development and tracking of progress against the program integrated master schedules.
Coordinate field site activities of Logistics, Production, Engineering, Test and Global Supply Chain to ensure on-time and within budget delivery of mission capabilities.
Establish milestones and monitor adherence to master plans and schedules. Identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications.
Lead the assigned program activities supporting the programs' strategy development, budget and cost management, proposal development, product acquisition and delivery activities thereby ensuring timely and cost effective delivery, and customer satisfaction.
Conduct travel required for program coordination, testing and key meetings.
Develop and implement growth opportunities with industry and government stakeholders.

Basic Qualifications:
Possess a current Top Secret / SCI security clearance.
Bachelors degree and 5 years of relevant project leadership experience. 4 additional years ofexperience my be substituted in lieu of a degree.
Candidate must be willing to work at our Washington State Field Site (TBD) per business requirement.
Excellent written and verbal communications skills.
Strong leadership, time management, and interpersonal skills.
Ability to manage program teams, assign and monitor work of exempt and/or non-exempt employees on a daily basis and actively assist or provide direction to subordinates as required.
Ability to develop and administer budgets and standards of performance.
Willingness to travel domestically.

Preferred Qualifications:
Possession of a current Top Secret / SCI clearance with current Counter Intelligence polygraph.
Familiarity with program technologies.
Experience with undersea systems, undersea maritime operations and relevant customers.
Experience with Operational Concept development / Mission Analysis and complex system design / integration.
10 years of relevant experience in project leadership / management.
Ability to create long-term value for the Undersea Systems organization and our customers.
