Mgr Programs 2

Northrop Grumman Mission Systems is seeking a Mgr Programs 2 to join our leadership team. This position will be located in Rolling Meadows.


This is a program management position in Advanced RFEW. The program manager directs all phases of programs from inception through completion. The primary objective will be the delivery of all contractual requirements on cost, schedule, and achieving all technical requirements and leadership of a cross-functional organization aligned to a common goal.


The individual will be responsible for coordination and management of all phases of execution, from inception (proposal development) through completion (contract closeout). Primary responsibilities will include but are not limited to:
The cost, schedule and technical performance of company programs or subsystems of major programs.
Negotiation of contract and contract changes.
Preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance
Development of customer relationships and cultivation of customer intimacy
Establish design concepts, criteria and engineering efforts for product research, development, integration and test.
Develop new business or expand the product line with the customer.
Establish contract milestones and monitors adherence to master plans and schedules -- identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
Direct the work of employees assigned to the program from technical, manufacturing and administrative areas.
Adherence to all internal processes for Program Management
Development and adherence to budget baselines utilizing Earned Value Management (EVM) methodologies and tools
Coordination of Contract Change Board activities internally and with the customer, to include Engineering Change Proposals (ECP)
Knowledge and execution of a variety of proposal and contract types (FFP, CPFF)
Development and delivery of presentations to customers, management, and other program stakeholders
Submission of program performance in internal reporting systems (i.e. IPRS)
Leading and directing a cross-functional Integrated Product Team (IPT)

Basic Qualifications:
Bachelor's Degree and in Engineering, Management, or other relevant degree.
7 + years of experience developing systems or equivalent experience supporting Department of Defense, Government contracts or project management in other industries.
Demonstrated success in managing programs/projects to cost, performance, and schedule requirements.
Demonstrated success in leading and developing cross-functional teams.
Experience with earned value management system (EVMS) as either project lead, IPT lead or CAM.
Active Top Secret Clearance.

Preferred Qualifications:
In-depth experience applying RF technology to current and new applications in the defense industry.
Demonstrated success in capturing new business in current and adjacent markets.
Significant DoD product development experience.
Master's Degree in Business Administration and/or Engineering
Active Top Secret / SCI Clearance
