Mgr III Strategic Planning



Job Description:
The Affordability and Business Transformation team within the Raytheon Missile Systems Quality and Mission Assurance Raytheon Six Sigma organization is responsible for providing the strategy, structure and resources to recognize, drive and sustain lower costs and better program performance through high priority engagements.

The successful candidate will work with and lead program and functional subject matter experts within cross-functional teams to help Missile Systems increase earnings, develop employees, and reduce customer costs. The candidate will work proactively with leadership within the Missile Systems product lines and functional organizations, as well as across the business and in collaboration with enterprise level projects. Managing matrixed project teams, applying agile project and portfolio management methodology, monitoring and validating savings, deploying projects in alignment with Missile Systems and Raytheon strategy, pursuing strategic cost reduction opportunities and workshops, and high level internal and external engagements will take more than 50% of the candidate’s time. The candidate will also need to have strong process acumen, coordinating project portfolio mapping and prioritization closely with Business and Process Excellence Stakeholders. Responsibilities include building diverse project teams at times with globally and / or geographically dispersed participants as well as leading special projects determined to be critical to Missile Systems performance and strategic objectives. To these ends, the candidate must be a results driven professional with seasoned experience and strong business acumen combined with strong strategic and innovative thinking. The candidate must possess strong problem solving skills, have excellent written and verbal communication skills, be solutions-oriented and provide innovative, sustainable solutions that address complex challenges that affect the bottom line. The candidate is expected to work independently and should be able to multitask and prioritize his or her work, often working in areas of ambiguity collaborating with a diversity of stakeholders who might have divergent priorities or perspectives.

This role has high visibility with key decision makers. As such, the candidate will be expected to interface with many levels of stakeholders from VP to the factory floor, including external customers, to communicate, facilitate and broker solutions that solve problems, exploit opportunities and improve the overall health of the business. The candidate must be mentally ambidextrous --- sound business decision making skills and financial knowledge balanced with a deep appreciation of strategic fit --- to drive solutions that meet program requirements. He or she must be well balanced between being strategically oriented and tactically focused.

Responsibilities include, but are not limited to:
  • Collaborating across functions and the leadership team to methodically prioritize the urgent project pipeline
  • Supporting employee development within the RMS talent pipeline – exposing many to strategy, affordability, leadership, and R6σ skillsets
  • Focusing high performing talent (matrix managing) during brief impactful projects to achieve aggressive performance and cost targets
  • Strengthening engagement through coordinated affordability projects and innovative execution efforts across programs, functions and product lines
  • Applying agile project management methods to effectively focus on incremental product delivery
  • Capture, analyze and manage project and portfolio risk and opportunity
  • Integrating cost focus, corporate strategy, and project prioritization as integral parts of business performance
  • Encouraging the entrepreneurial mindset centered on data driven decisions and promoting quick action toward innovative solutions
  • Propagating and developing best practices through Enterprise engagement; structuring and deploying best practice solutions
  • Partnering at multiple levels within enterprise to ensure program execution success
  • Establishing and maintaining internal and potentially external customer and vendor relationships
  • Communicating clearly and removing barriers to execution across the enterprise
  • Presenting program status utilizing business and project management tools and procedures including IPDS, EVMS, IMP/IMS, Risk Management, Financial Forecasts and EACs as required.
Travel Required: 10-15%



Required Skills:
  • Minimum 10 years related experience in Business Management, Program Management, Engineering, Supply Chain, or Operations
  • Supervisory Experience / Leading Teams
  • General awareness of IPDS (Integrated Product Development System): Program deliverables by stage and gate
  • Familiar with Team of Five Program Management Operational structure
  • Knowledge of PMX program health assessments: ERA, PIA, To5+, RCET (internal only)
  • Ability to navigate a highly matrixed organization effectively using solid influencing skills
  • Sound business results orientation; ability to make data driven decisions with limited information
  • Earned Value Management Certification
  • U.S. Citizenship
Desired Skills:
  • Master of Business Administration and/or Master of Engineering in Systems, Electrical or Mechanical Engineering.
  • PM Level 4/5 Certification or on path to complete within six months
  • Cognizant of international requirements: ITAR/EAR, EXIM
  • Knowledge of financial processes and new business investments
  • Experience leading projects and portfolio investment decisions applying agile methodology
  • Raytheon Six Sigma Expert, Expert-in-training, or Principle Specialist

Interim Clearance Required:
This position requires an interim secret security clearance before start. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
