Mgr III Software Engrg

Raytheon is seeking an Integrated Product Team (IPT) Lead for the Data Systems Implementation and Operations (DSIO) program. The successful candidate must demonstrate ability to manage operational and technical aspects of the program, manage workforce at multiple sites, perform schedule and cost reporting. The individual will also provide regular briefings to the customer and business leaders, to include program management reviews, technical meetings, and education outreach programs. The IPT Lead will also be responsible for regular customer engagement, technical evaluation of requirements, allocation of resources, growth of assigned business, and program operations.

The program is part of the Mission Systems organization in Raytheon’s Intelligence, Information and Services business. The IPT Lead / Operations Manager will report to the Program Manager, and is located in Pasadena, California.

Other responsibilities include, but are not limited to, the following:

Operations: Program and technical leadership, execution, planning, budgeting, development of risk and opportunity plans and program expansion.

Serve as the Program Manager (PM) during PM's absence .


IPT Lead responsibilities include: Leading a group of TS/SCI cleared Systems and Software engineers.
Work closely with the subcontractors and the Customers to develop and maintain trusting relationships.
Present reviews and technical solutions to the customer and other key stakeholders.
Supervisory responsibilities for assigned personnel, to include training, performance reviews and career development.

Monitor and track metrics to drive program performance and business decisions.

Monitor and track corrective action plans to mitigate customer or program identified issues.
Delivering effective control systems and reporting for accurately reporting and program elements such as operations, engineering, and administrative functions.

SECURITY CLEARANCE:
Existing TS/SCI security clearance eligible for crossover is required.

Required Education:
BS in a scientific or engineering field of study with no less than 10 years relevant experience.

Required Skills and Experience:

Progressive in-depth technical experience in one or more of the following areas: Big data analytics, cloud computing, science data processing, flight software for spacecraft or space instruments, artificial intelligence and machine Learning, DevOps capabilities

Eight years of program-related experience leading software or systems development teams across multiple projects including at least one assignment leading a team of 15 SW or Systems Engineers.

Recent experience supporting space related mission management and operations

Demonstrated experience managing multiple projects or task orders of various scope.

Desirable Skills and Experience:

Experience fostering and engaging in active collaboration with Integrated Product Teams (IPTs) and functional leads

Excellent communication skills and ability to effectively interact with customers, business leaders, peers, staff, and other stakeholders

Previous experience in the preparation of budgets, schedules, staffing, etc. as required to manage support to programs and initiatives

Understanding of program details and experience summarizing key concerns, providing corrective action recommendations, and developing action plans

Demonstrated ability to proactively identify risks and opportunities

Highly organized with a demonstrated ability to prioritize and manage multiple tasks

Proactive approach with a demonstrated ability to anticipate actions and impacts

Team player with a demonstrated ability to adapt to continually changing situations and responsibilities

Attention to detail and a demonstrated ability to work in a fast-paced environment

Raytheon PM Certification Level 6 or ability to obtain within 6 months

Advanced degrees and certifications, including: Active Project Management Institute (PMI) or Project management Professional (PMP)

Experience participating in cross-business, cross-company, and industry teams associated to process and policy determination and development

Ability to establish executable baselines and risk and opportunity management to meet specific financial goals and obligations to the prime, the customer and Raytheon

Experience developing new program processes and improving existing processes with tangible benefit to the program
