Mgr III SC Compliance

Job Description:

Raytheon IDS is seeking an International Supply Chain Compliance Manager (Manager III Supply Chain Compliance) who will report to the Sr. Manager, IDS Compliance & Governance. The International Supply ChainCompliance Manager will be responsible for supporting international and related IDS subsidiaries with respect to supply chain compliance and governance matters. The position is responsible for compliance of Supply Chain activity to International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), as well as Raytheon Corporate and Raytheon Integrated Defense Systems policies and procedures.

Responsibilities Include:

  • Collaborating with IDS subsidiary and international locations to provide guidance, training, and improved communication while effectively monitoring key Supply Chain compliance areas to proactively identify and mitigate risk
  • Maintaining a high level of familiarity with and build awareness within Supply Chain of ITAR, EAR, FAR, DFARS, Import/Export Policies & Procedures, Directives, Work Instructions, Bulletins, and Prime Contract Flow-Down requirements
  • Acting as primary liaison between IDS Global Supply Chain and International locations and IDS subsidiaries.
  • Reviewing Supply Chain procurement activity in order to drive compliance with all applicable legal requirements, Raytheon Company policies and procedures, import/export regulations, standard procedures, work instructions, and FAR/DFARS
  • Providing advice and guidance on compliance related matters
  • Communicating organizational policies/procedures to international and related IDS subsidiaries to ensure awareness and process implementation.
  • Performing and supporting internal/external audit activity, while developing/implementing corrective actions where appropriate.
  • Collaborating within a team of international geographically dispersed employees to develop relevant command media to enhance processes and drive efficiencies.
  • Developing & performing training on subjects relating to process and regulations so as to ensure international teams have appropriate compliance skill sets
  • Expanding Compliance awareness within Global Supply Chain through individual and group training activity.
Required Skills:
  • 10+ years of experience in the area of Government Contracting or Supply Chain
  • Demonstrated experience in multi-functional assignments (PMO, Operations, Subcontract Management, for example)
  • Experience working with laws and regulations applicable to federal contracting activities, including the ITAR, EAR, Federal Acquisition Regulations and/or Department of Defense FAR Supplements
  • Ability to obtain / maintain US Secret Clearance
  • International travel required (approximately 25%)
Desired Skills:
  • 2+ years International Experience
  • Practical experience with SAP
  • Experience with fixed price and cost type contracts
  • International procurement experience
  • Six Sigma qualification
  • Master’s or MBA degree
  • Strong problem solving skills
  • Effective written, verbal, and communication skills
  • Ability to recognize situations/problems, develop alternative solutions, and implement decisions compatible with organizational goals.
  • Proven ability to collaborate and operate effectively within a matrix environment
Required Education (including Major):
  • Bachelor’s Degree
