Manager III Property Administration

Job Description:
The Property Management section within the Supply Chain Management (SCM) Logistics organization is looking for a Manager III to contribute to a fast paced innovative team and work closely with Logistics and Property Functional Management, Program Leadership, and Production Control. The ideal candidate will effectively collaborate to develop and implement strategic goals, influence system solutions, facilitate forward thinking initiatives to include streamlining and integrating processes, incorporate best-in-class and reliable solutions for customer and enterprise solutions.

This role works closely with DCMA, suppliers, contracts and PMX organizations in managing government property, focusing resources on the property portion of contract closure, and planning and supporting continuous DCMA audits of RMS Property Systems. Due to the significant challenge regarding contract closure, including the increased scrutiny from DCMA on all property functions, this is a key and critical role for the SCM organization.

Responsibilities Include:
  • Transform the organization to become a forward program deployed organization as well as the system compliance organization ensure effective and proactive property management
  • Effectively communicating with the DCMA customer to properly shape the relationship and coordinate continual auditing of the property system
  • Experience interpreting and implementing FAR and DFAR Contract Property requirements
  • Familiarity with Property Management System self-assessments and customer audit requirements, audit protocol and root cause/corrective action development and deployment
  • Consistently displaying effective communication and leadership behaviors during times of change
  • Responsibility for developing future leaders and successors within the organization

Required Skills:
  • Minimum of 10 years relevant work experience encompassing a strong working knowledge of Logistics and Property Management theory as well as experience in the Logistics, Property, Operations, Supply Chain or Program functions
  • Proven leader in a cross-functional, matrix environment, with strong influential communication, decision making, strategic hiring and organizational leadership skills
  • Leadership skills to motivate employees while driving change
  • Experience in the government property and FAR compliance areas
  • Working knowledge of Federal Acquisition Regulations (FAR) and ability to comprehend, implement and explain complex policies and processes
  • Established networks with DCMA, Engineering, Supply Chain and Quality
  • Exemplary oral and written communication skills; ability to listen well and communicate effectively with others; keen attention to detail
  • Experience managing multiple priorities
  • Strong analytical skills; ability to plan, control and direct activities and resources
  • Proficient in Microsoft Office suite or similar software programs

Desired Skills:
  • Desired candidate will exhibit an executive presence and be able to effectively communicate with program managers and directors, customer representatives, functional leadership and government agencies related to Property activities
  • The ability to adapt quickly to changing situations and urgent requests to ensure that RMS business needs are met
  • Ability to build and maintain effective relationships based on mutual respect with peers, customers and team members
  • Knowledge of Cost Accounting Standards (CAS), disclosure statements, Sarbanes Oxley

Required Education:
  • Bachelor’s Degree in Business Administration, Business Management, Finance, Supply Chain Management
  • Ability to obtain a Secret DoD security clearance
