Raytheon IIS Air Traffic Systems (ATS) submission area within the Navigation and Modernization Systems (NMS) Mission Area is seeking a Mission Assurance (MA) Lead (Mgr. III Mission Assur Engineering). The Mission Assurance Lead is responsible for leading Mission Assurance for the Surveillance Programs Area and associated international business pursuits being based in Marlborough, MA. The Mission Assurance Lead will drive and maintain program and system level product assurance while ensuring program execution to contract and business requirements. As a key member of assigned programs leadership teams, the Mission Assurance Lead will be the Mission Assurance function’s Point of Contact (POC) and will be engaged in growth strategy, proposal development, and execution activities for the Surveillance Programs Area. Specific responsibilities lead quality planning (strategy, cost, schedule, resources); execute, manage, and report plan within budget; staffing performance; review and approve program deliverables in accordance with the contract delivery requirements; risk and opportunity management; perform independent technical assessments to ensure product and system assurance; and ensure quality requirements flowdown within IIS, other Raytheon businesses, and subcontractors. This position requires the ability to solve complex programmatic and technical issues using root cause analysis and applicable problem solving tools for effective resolution. This position works collaboratively across the IIS business and has direct interface with senior IIS business leaders across Program Management, Mission Assurance, Engineering, Finance, Contracts, and Supply Chain. The Mission Assurance Lead reports directly to the ATS Mission Assurance Lead and indirectly to the Director of Surveillance Programs Area. This position requires that the candidate is capable of obtaining DoD Security Clearances.

Key responsibilities include:

  • Lead ATS Surveillance Program Area on flawless program execution of contractual commitments
  • Serve as the POC point for all Mission assurance activities for Surveillance Program Area
  • Identification of Surveillance Program Area’s technical risks and opportunities at both the system and component level with effective mitigation / handling plans.
  • Collect Mission Assurance and Surveillance Program Area’s performance status across all supported programs to report and escalate significant Mission Assurance and quality issues, developments, and activity through timely communications and periodic report
  • Represent Mission Assurance in Program and Gate reviews, and review/approve BOEs, EACs and other documentation.
  • Providing insight and technical expertise through engagement at early IPDS gates, developing differentiating MA technical strategies throughout the product lifecycle

Required Skills:

  • 10+ years demonstrated leadership experience in systems engineering, mission assurance, or a related field working in complex functional or program organizations.
  • Must be a US Citizen with current/active Secret clearance or ability to obtain in a reasonable amount of time
  • Road based technical leader with proven Systems Engineering, Program Management/IPT leadership, Mission Assurance, Operations, and Project Planning skills.
  • Breadth of program experience across full program lifecycle.
  • Demonstrated experience in engineering processes, IPDS independent reviews and gate reviews, and proposal reviews.
  • Demonstrated change leadership success in a complex environment utilizing continual improvement initiatives.
  • Experience in leading proposals and bidding inputs for Mission Assurance or other functional org
  • Proven ability as BOE developer and Approver
  • EVMS level II certification or similar
  • Strong interpersonal, business relationship and facilitation with high personal integrity
  • Embraces diversity and embodies a mentorship-style of leadership
  • Ability to work independently with minimal direction
  • Ability to gain Raytheon Mission Assurance Certification Program Level 3 for System Assurance within 6 months.

Desired Skills:

  • Working knowledge in Air Traffic Systems
  • Strong presentation skills and proven success communicating at all levels
  • Six Sigma Black Belt or equivalent
  • Root Cause Analysis and Corrective Action experience
  • Working knowledge of aerospace / defense products and systems technologies, regulations and standards
  • Strong knowledge of ISO 9001, AS9100, CMMI
  • Competence in computer skills: EXCEL, WORD, POWER POINT, PROJECT
  • Independent, self-motivated individual with demonstrated success in leading teams
  • Strong employee development and mentoring skills

Required Education (including Major):

  • Requires a Technical Bachelor's degree in Science, Technology, Engineering or Mathematics
