Mgr III Business Development

    The Manager Business Development (BD) for the HARM, and Maverick programs in the Air Warfare Systems (AWS) product line will serve as one of two program Business Development leads directly responsible for identifying, qualifying, and winning new business and keeping current business sold for HARM Maverick programs. The HARM Maverick programs play a critical role in achieving product line and RMS financial goals. In addition to his/her domestic customer responsibilities, high attention must be paid to growing the program internationally by managing US Government release policy & licensing efforts and influencing key international decision makers and potential customers. The selected candidate will be responsible for ensuring HARM Maverick programs achieve all financial metrics related to bookings and sales, managing customer and key government entity relationships, and identifying and managing new business and program growth pipelines. As a HARM Maverick Business Development lead, the selected candidate will serve as the voice of the customer to program and product line leadership, facilitate senior leadership/customer interactions, and effectively message program growth opportunities as well as concerns and constraints. This individual will assure effective dialogue between the HARM Maverick team and the domestic and international customer community to drive effective partnership.

    Major Responsibilities

    • Ensure the HARM Maverick programs achieve all financial metrics related to bookings & sales as stipulated by the AWS Business Development Executive
    • Assist the HARM Maverick program director in the analysis and management of operational reports and program status with regards to new business initiatives and provide analytical recommendations on management path forward when warranted
    • Develop and implement customer engagement strategies for generating new HARM Maverick customers in both domestic and international markets
    • Perform strategic planning, customer interface, and opportunity development
    • Understand customer capability gaps, determine the optimal solution space, and shape customer needs/requirements
    • Identify and mitigate barriers to business by addressing issues from the customer perspective
    • Build and maintain customer/industrial partner networks at all levels, particularly with senior officials
    • Effectively message HARM Maverick business drivers, constraints, and operating rationale to key customer stakeholders
    • Develop win strategy options, conduct internal reviews, and prepare capture managers and technical leads for pursuits
    • Develop recommendations for new business investment expenditures
    • Develop technology requirements (IRAD/CRAD) to support new business capture
    • Perform win/loss analysis and related process improvements

    Required Skills

    • 10 years of progressively responsible career experience, demonstrating ability to acclimate to increasing levels of responsibility
    • Direct knowledge of the HARM Maverick customer base and mature relationships with other senior government and military leaders and industry executives.
    • The ability to establish and maintain effective relationships with USAF, USN, USMC, and SOCOM direct attack weapons requirements, acquisition offices, and operational users.
    • Recent experience in the operational employment, platform integration, sustainment and/or marketing of direct attack weapons systems.
    • The ability to initiate and maintain effective relationships with key US Government agencies responsible for the establishment of international release policy and the planning and execution of Security Cooperation programs to include US State Department, Defense Security Cooperation Agency (DSCA)International Affairs (SAFIA), and Navy International Programs Office (NIPO).
    • Proven track record of customer engagement and relationship-building skills to include:
    • Expertise and success in participating in business captures
    • Experience with various acquisition approaches
    • Ability to negotiate, influence, manage risk, and conduct competitive assessments
    • Exceptional interpersonal and customer engagement skills
    • Success in developing and leading complex teams
    • Understanding of financial business models
    • Be a self-starter, take initiative, have high energy and a passion for developing new business
    • Ability to obtain a DoD Secret security clearance

    Desired Skills

    • Experience with and a proven track record working directly with international customers in the procurement of direct attack weapons via both Foreign Military Sales and Direct Commercial Sales.
    • A current DoD Secret security clearance (or active within last five years) preferred.
    • Familiarity with Raytheon business units and internal processes
    • In-depth knowledge of the establishment and execution of USAF and USN Replacement Exchange In Kind (REIK) programs.
    • Sufficient technical background to adequately represent HARM Maverick products
    • Strong working knowledge of HARM Maverick products throughout their lifecycles.
    • Demonstrated networking capabilities among various communities, e.g. acquisition officials/leads in the Department of Defense and other government agencies
    • Experience working with Federal acquisition process
    • Business acumen and ability to conduct analyses of new business models and alternatives as a means to drive efficient and profitable revenue streams for AWS in changing environments
    •Masters Degree preferred

    Education Requirements
    • Bachelor’s Degree (Business, Engineering, Economics, and Political Science/International Affairs)

    Security Clearance Requirements
    This position requires the successful issuance, transfer or maintenance of a Secret security Clearance. Non-US citizens may not be eligible to obtain a security clearance.
