Mgr II Systems Engineering - Section Manager

WLED is made up of multiple disciplines whose objective is to both influence system designs early in their life cycle to enable supportability as well as maintain the developed hardware to ensure mission success. The primary focus is to assure effective operation, reliability, maintainability and economical ownership by the customer and end user.

The Section Manager will lead a team responsible for the execution and deployment of the Patriot Missile design interface and sustainment activities within the Whole Life Availability Engineering (WLAE) Department within the Whole Life Engineering Directorate (WLED).


The Section Manager will be responsible for employee performance development and assessment. They will manage using proven R6 Sigma, CMMI, budgeting, manpower planning, project cost account management using EVMS, cost proposal development and EAC analysis. The Section Manager will also ensure all employees are properly trained to ensure successful completion of their assignments. They will maintain compliance with Raytheon policy and procedures and develop processes that leverage best practices across programs. They will perform coaching, career development, oversight of employee issue resolution, timecard approvals, performance appraisals and salary/merit discussions. The Section Manager is responsible and accountable for the quality and timeliness of work products produced within the section. They will perform continuous process improvement to grow the capabilities and productivity of the organization. They will hold monthly Section meetings to facilitate communications, share Lessons Learned, and review productivity and engineering metrics.

The Section Manager will ensure that best practice Whole Life Engineering processes are followed, provide robust oversight to ensure products are developed in accordance with program requirements, and monitor performance of team members responsible for solutions across systems and programs.


The Section Manager will provide accurate and timely data to support the Department measurement and analysis requirements, support labor forecasting, workload balance and growth (BOE development, approval and proposals) as applicable. Attendance at bi-weekly department staff meetings is required

Approximately 5% travel is required.


Required Skills:

  • Eight (8)+ years’ experience as an engineer working with design interface and/or hardware sustainment responsibilities
  • Experience leading technical teams
  • Experience in a technical environment managing budgets and using the Earned Value Management System (EVMS); Raytheon Level II EVMS or equivalent

Desired Skills:

  • Demonstrated understanding of program Technical Data Package (drawings, parts lists, and electrical schematics), Change Notices (CNs)/Engineering Change Proposals (ECPs), technical manuals, and tool catalogs.
  • Experience developing and executing design interface and sustainment contract deliverables
  • Supportability Analysis experience
  • Reliability, Availability and Maintainability experience
  • Certified Professional Logistician (CPL)
  • Development and Maintenance of Whole Life Engineering Plans
  • Ability to develop briefings and present to audiences up to 30 persons on program plans, status, and/or results
  • Proposal experience in the areas of design interface and sustainment. Performed as technical lead for a contract capture using the IPDS process cumulating in a Gate 4 Proposal through WLED management, Business Area approval and customer negotiation.
  • Subcontractor management experience including knowledge of Statement of Work (SOW) development.
  • US Military - supply chain familiarity
  • Strong ability to work on multiple projects involving resources from multiple sources
  • Strong interpersonal and communication skills to work with section team, operations, design engineering IPTs, etc.
  • Strong self-sufficiency and initiative
  • R6S specialist certification
  • BOE Developer certification
  • Ability to obtain a secret clearance

Required Education (including Major):

  • Bachelor’s degree in an engineering, computer science, mathematics, or technical discipline. 8 years of professional experience related to this job description may be considered in lieu of a BS/BA
