Manager II Systems Engineer
The Systems Engineering, Integration and Test Center (SEIT) Protected Communication Systems Department is involved all aspects of Systems Engineering across the program lifecycle of Protected Communication Systems programs within the Integrated Communications System (ICS) Mission Area. The systems engineering activities includes architecture development, CONOPS development, trade studies, modeling and simulation, systems/software/hardware requirements analysis, as well as integration, validation and verification. The Department supports a variety of communications systems including SATCOM (including AEHF, EHF, X-Band, Ka-Band, Ku-Band, C-Band, and PTW), Line-of-Site (LOS) Radio Terminals and Secure Switching Networks.

We are currently seeking an experienced front-line engineering leader to manage a strong team of systems engineers. Ideal candidates would have technical experience with Secure Telecommunications Products, Secure Switching Networks, Circuit Switching Systems, SATCOM, and Line-of-Site (LOS) Radio Terminals for ground based, ship, and/or airborne platforms.

This position is responsible for performing a wide range of duties of a highly responsible and confidential nature in support of the organization's mission and goals. Conducting System Engineering Center Section and Department's coordination and administrative tasks including the following: program assignments, employee’s performance reviews, setting goals, mentoring, salary planning, employee recognition and awards, benefits, overhead and capital planning and recruiting and growing top talent. The section manager is also responsible for oversight of cost, schedule and technical execution of all aspects of system development, integration, verification and validation of various Integrated Communications System products. This position is located in Largo, Florida and the Manager will report directly to the Systems Engineering, Integration and Test (SEIT) Center Department Manager who is located in Marlborough, Mass.

Required Skills:
  • Minimum 8 years of experience in Systems, Software or Hardware engineering.
  • Must be able to work within a structured Systems Engineering process environment including a task oriented, value based management system.
  • Must be able to interact effectively with multidisciplinary teams of system design professionals including electrical, mechanical, software and logistics engineers
  • Excellent communication skills (written, verbal, and presentation) and be able to effectively communicate with IPT leaders, program chief engineers, hardware and software development engineers, specialty engineers, program managers, and customer representatives.
  • Willing to take on leadership roles on programs
  • Background and competency in requirements development, analysis, derivations, verification and validation
  • U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems.

Desired Skill:
  • Active Secret or Top Secret clearance
  • Working knowledge of Earned Value Management System (EVMS), Engineering tools (e.g., DOORS, Rhapsody, MATLAB), and peer review products.
  • Experienced presenter with prior responsibility for interfacing with customers, management, technical staff, and internal / external organizations.
  • Technical experience with Secure Telecommunications Products, Secure Switching Networks, Circuit Switching Systems, SATCOM, and Line-of-Site (LOS) Radio Terminals for ground based, ship, and/or airborne platforms.
  • Experience with communication and secure networking architectures.

Required Education:
A Bachelor's degree in Engineering, Physics, Mathematics or related field; advanced degree(s) in similar majors is highly desired

Desired Education:
A Master’s degree in Engineering, Physics, Mathematics or related field.
