Mgr II Pgm Cost Sch&Ctl

This position will have the responsibility for the management of EVMS Surveillance for the SAS business unit. Will be responsible for the coaching and preparation of SAS programs with EVMS DFARS clause on contract and are subject to EVMS Joint Surveillance Audits (JSAs). Will also be responsible for managing Government Corrective Action Requests (GCARs) from issuance to closure. Additionally, will be responsible for developing an annual SAS Internal Surveillance Plan, conducting Internal Surveillance Assessments (ISAs), and issuing Internal Corrective Action Requests (ICARs) for non-compliance with Raytheon EVMS Command Media.

This job will require proactive support as this person must help develop credibility both internally and externally to drive EVMS compliance and support improvement of EVM process, tool, and guidance documentation. There is significant interface with Program Management and Finance Management to ensure compliance with EVMS policies and procedures. This person will also need to manage the expectations of multiple customer, both internally and externally. This position is referred to as SAS Surveillance Consultant within the business unit because of its accountability for the performance of all EVMS compliance and assessments, as well as providing interface throughout the SAS EVMS community, other Raytheon business units, DCMA, and the Defense Industry.

Required Skills:
  • Minimum 8 years related work experienceo Program Controls including Finance and Scheduling
    • Independent Baseline Reviews
    • Government and internal auditing including Joint and Internal Surveillance Assessments
    • Development of Earned Value Management Curriculum
    • Presenting Earned Value Management Curriculum
  • Proven leadership skills and behaviors

  • Ability to work well in a fast paced, dynamic environment
  • Supervisory experience
U.S. Citizenship status is required as this position requires the ability to obtain a TS/SCI with Poly U.S. Security Clearance within one year of start date

  • PMP and/or EVP certification

Required Education:
  • Bachelor’s Degree in Accounting, Finance or related discipline

  • MBA
