Raytheon IIS Navigation and Modernization Systems (NMS) Mission Area and Product Support (PS) sub mission area is seeking a Mission Assurance (MA) Lead Mgr. II Mission Assur Engineering). The Mission Assurance lead is responsible for leading Program Quality in support of Missile and Airborne M&A Programs. This role is based in our El Segundo office and requires interface with program teams in El Segundo CA, McKinney TX, Burlington MA, Albuquerque NM. The locations outside CA will require remote management leading to minimum travel. The selected individual will act as the voice of the customer to independently assure mission success.
We are seeking an experience professional to represent Mission Assurance on program leadership and capture teams, planning and implementing the program quality systems, communicate program goals requirements and customer feedback. Individual will provide program direction to assure quality tasking is accomplished within budget, on time and defined in program planning. Define, collect, analyze and maintain Quality metrics. Establish customer relations and process and validate internal and external customer corrective action requests in a timely manner. Perform independent technical assessment of systems assurance, quality assurance, EACs, risks and opportunity evaluation and supplier management. This leadership role requires strong knowledge in program quality and sustainment business and needs ability to solve complex programmatic and technical issues. MA lead should have excellent prioritization, time management, teaming, communications, and organizational skills. This position works collaboratively across the IIS business and other Raytheon business.
Key responsibilities include:
  • Manage IIS NMS Product Support sub mission area team, guidance and provide direction to matrixed quality organization on flawless execution of contractual commitment
  • Serve as the focal point for all Mission assurance activities such as contract flow down, tailoring procedures, conducting/supporting audits and providing metrics
  • Identification of program technical risks and opportunities at both the system and component level with effective mitigation/handling plans.
  • Collect Mission Assurance and program performance status across all supported programs to report and escalate significant Mission Assurance and quality issues, developments, and activity through timely communications and periodic report
  • Represent Mission Assurance in Program and Gate reviews, and review/approve BOEs, EACs and other documentation.
  • Providing insight and technical expertise through engagement at early IPDS gates, developing differentiating MA technical strategies throughout the product lifecycle
This is a senior leadership role which requires strong collaboration and partnering skills, established competency in engineering, PM/IPT, and mission assurance. Hands-on program experience is necessary to be effective in influencing flawless program execution.



Requirements:
  • 8+ years demonstrated leadership experience in systems engineering, mission assurance, or a related field working in complex functional or program organizations.
  • Must be a US Citizen with current/active Secret clearance or ability to obtain in a reasonable amount of time
  • Road based technical leader with proven Systems Engineering, Program Management/IPT leadership, Mission Assurance, Operations, and Project Planning skills.
  • Breadth of program experience across full program lifecycle.
  • Demonstrated experience in engineering processes, IPDS independent reviews and gate reviews, and proposal reviews.
  • Demonstrated change leadership success in a complex environment utilizing continual improvement initiatives.
  • Experience in leading proposals and bidding inputs for Mission Assurance or other functional org
  • Proven ability as BOE developer and Approver
  • EVMS level II certification or similar
  • Strong interpersonal, business relationship and facilitation with high personal integrity
  • Embraces diversity and embodies a mentorship-style of leadership
  • Ability to work independently with minimal direction
  • Ability to gain Raytheon Mission Assurance Certification Program Level 3 for System Assurance

Desired Skills:
  • In Depth knowledge of the IIS Command media procedures (EPIC)
  • Strong presentation skills and proven success communicating at all levels
  • Root Cause Analysis and Corrective Action experience
  • Working knowledge of aerospace / defense products and systems technologies, regulations and standards
  • Strong knowledge of ISO 9001, AS9100, CMMI
  • Six Sigma expert
  • Competence in computer skills: EXCEL, WORD, POWER POINT, PROJECT
  • Independent, self-motivated individual with demonstrated success in leading teams
  • Strong employee development and mentoring skill

Required Education (including Major):

  • Requires a Technical Bachelor's degree in Science, Technology, Engineering or Mathematics (STEM)
