Mgr II Industrial Security

The AST Orange County Office (OCO) Security Manager is responsible for the execution of the Security programs for a portfolio of Intelligence Community, Department of Defense and Special Access Programs. The candidate is the primary interface between the Industrial Security team and the AST Anaheim Hills Program Management team. Success in the role requires the ability to integrate security into and provide solutions for a complex and developing mission market. The position has significant customer interface and requires comfort working with a variety of customer groups with responsibility to ensure customer expectations are understood and met. This role ensures compliance with US Government and Raytheon policies, along with reviewing and investigating non-compliance issues, and working on highly-visible security challenges while managing day-to-day operational duties.
  • Collaborates with AST Leadership Industrial Security Team to define and communicate responsibilities and goals to their team.
  • Develops and monitors team assignments with focus on successful program execution.
  • Provides instructions and clarification of tasks to ensure affective execution.
  • Conducts self-inspections and assessments to meet customer timelines and performs internal evaluations to support AST Industrial Security program excellence.
  • Maintains liaison with their assigned customer set and other outside agencies.
  • Maintains open relationships with customers promoting trust and the reputation of the organization.
  • Updates the West Coast Security Manager regarding information, actions and/or activities that may impact operations.
  • Conducts assessments of direct reports; provides performance feedback to other leaders as requested.
  • Investigates or oversees investigation of security incidents, recommends corrective action, ensures all relevant reporting timelines are met.
  • Collaborates with the AST Industrial Security Leadership Team, the AST Security Leadership Team and stakeholders on programmatic and enterprise policy development; develops and coordinates new and updated processes across their area of responsibility, shares results across the enterprise, coordinates improvements with key support groups.
  • Manages conflict and guides resolution of teaming issues effectively and efficiently.

Required Skills:
  • Minimum 8 years’ experience performing a security role in programs under the National Industrial Security Program or experience with similar government agencies
  • In-depth understanding of United States Government security policy, regulatory manuals and directives
  • Ability to listen and understand diverse communication styles
  • Ability to identify requirements from multiple data sources and develop executable action plans
  • Strong verbal and written communication skills
  • Ability to motivate, train, mentor and empower personnel
  • Detail orientated and focused
  • Previous CPSO/CSSO/FSO experience
  • Previous SCI and SAP experience
  • Active Top Secret Clearance with current background investigation is required
  • Must meet eligibility requirements for access to SCI and Special Access programs
  • Must maintain access eligibility throughout tenure
  • US Citizenship is required
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems.

Desired Skills:
  • Three years of management or supervisory experience
  • Previous security specific management or supervisory experience
  • Experience with personnel security databases: JPAS, SIMS and/or Access Commander
  • Completion of commensurate-level USG (CDSE) CBT Courses
  • Completion of specialized government or private vendor provided security courses
  • Relevant Professional Certifications – ISP, PSP, CPP

Required Education: Bachelor’s Degree and 10 years of relevant experience

Desired Education: Master’s Degree and 8 years of relevant experience
