Mentor, Strategic C-IED

Job Summary
Strategic C-IED Mentor shall advise and assist the Afghan National Defense Security Force (ANDSF) in the Ministry of Defense (MoD), Ministry of Interior (MoI), and MoD/MoI General Staff (GS) in developing Decrees, Directives, Policies, and Plans to synchronize and unify efforts to develop a self-sustaining ANDSF C-IED force.
Principal Accountabilities
  • Develop relationships within the MoD, MoI, MoD/MoI GS to further MoD and MoI capabilities to counter IEDs.
  • Coordinate and synchronize activities and effort between coalition and ANDSF organizations in developing ANDSF C-IED forces.
  • Conduct independent liaison with ANDSF offices and officials for assigned C-IED related projects.
  • Lead, facilitate, and conduct C-IED related meetings and working groups with ANDSF leadership as necessary.
  • Prepare and transmit all required correspondence (electronic, voice, written) for Key Leader Engagements and regular Train, Advise and Assist (TAA) meetings with the ANDSF.
  • Produce strategic level plans and policy generating products that directly support the train, advise, and assist effort for ANDSF C-IED.
  • Without the aid of a linguist or translator, provide multi-echelon C-IED mentoring to the ANDSF related to planning and executing initiatives that build enduring C-IED capability with the ANDSF with direct engagements that range from daily to infrequent contact.
  • Ensure consistent and accurate strategic level C-IED messaging between Coalition and ANDSF to further TAA in the advisor’s area of responsibility.
  • Provide TAA support to ANDSF counterpart during events and activities that support and enhance the relationship between RSM/Coalition and ANDSF leaders within the MoD/MoI GS and the MoD and MoI.
  • Be familiar with MoD/MoI GS, and MoD/MoI overall structure.
  • Be able to support the development of C-IED plans within the MoD/MoI GS, and MoD/MoI office along with supporting annual Tashkil reviews and other policies, plans, and documents supporting the MoD/MoI GS, and MoD/MoI.
  • Perform other duties as assigned.

Knowledge & Skills

  • Thorough knowledge of Afghan history and culture.
  • Fluency in Dari, Pashto, and English translation skill (reading, writing, and speaking modalities)
  • Display familiarity with how to conduct briefings and presentations to Afghan leaders.
  • Comprehension of ANDSF regulations and processes.
  • Possess strong communication and interpersonal skills; strong organizational and analytical skills.
  • TAA the ANDSF to effectively communicate with others in the field of C-IED.
  • Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.

Experience & Education

  • Bachelor’s degree
  • Experience in accomplishing and conveying in a tactful and respectful manner, implementation of C-IED related Decrees, Directives, Policies, and Plans in the face of adversity.
  • Four or more years work experience in the subject matter area at the appropriate level.

Physical Requirements/Working Environment

  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
  • Must be able to operate in harsh and austere conditions of Afghanistan


  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
