Northrop Grumman Aerospace Systems has an opening for a Manager of Subcontracts Administration 3 for our Redondo Beach, CA location supporting the Military and Civil Space systems programs.

Responsibilities include:

Provides leadership and supports the Space systems Subcontracts Organization. Responsible for functional management of subcontracts team across the Military and Civil Space systems programs (MCSS) leading 20+ employees and2 managers. Supports subcontracts employees/teams assigned to manage the NextGen OPIR - polar and emerging military and space systems program. This functional leadership role encompasses all aspects of the subcontracts management process and facilitates the capture/coordination/dissemination of information between the assigned subcontracts teams.

This position also engages bothdomestic and international strategic Partners that possess complementary technologies, expertise, investment, resources, assets, market reach or extended product lines that increase customer access or revenue across the program, to achieve the objectives of the program.

Establishes and provide SCM/SCA personnel continuous training opportunities for knowledge developments and skills honing. Assess assigned SCA/SCM team requirements and skills/training gaps, working with individuals/teams to establish skills/training plan and maintains a training matrix across the varied training/skills topics. Set training priorities within budgets, matched to focused groups, and tied to urgent program needs. Management of all annual budgetary needs (staff, tools, training, travel, interns, etc) and coordinate with the Subcontracts Directorate and Sector Division in ensuring adequate budgets are provided to ensure tools and continuous training opportunities are provided to assigned SCM/SCA personnel.

Responsible for planning, organizing, and assigning all SCA/SCM resources, ensuring they are well matched (knowledge/skills/experience) to their assigned duties. Helps to assure total customer satisfaction by reviewing the performance of all assigned SCA/SCM resources, assesses the ability of assigned teams to achieve quality, cost and schedule goals. Provides an independent review of Subcontracts products and subcontracts packages prior to delivery or review and presentation to Division, Sector, Program, and GSC Leadership teams. Ensures Subcontracts are robust and technical requirements are well defined in support of program needs and suppliers perform to contract requirements. Identifies needed actions to address any supplier performance issues and ensure recovery.

Collaborate with the HR organization and execute hiring to the established requisition placement, recruiting, candidate interview, and offer placement processes. Conducting performance reviews within the HR process and in a timely manner, with adequate opportunity for employee feedback & development action.

Provides oversight in the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures.

Basic Qualifications:

  • Bachelor's degree with 6 years of Global Supply Chain, Procurement or Subcontract Management experience; 4 years with a Master's degree; 10 years of experience in lieu of a degree
  • Experience in Leading/Managing a team
  • Must be able to obtain and maintain a Top secret/SSBI clearance

Preferred Qualifications:

  • Master's degree in Business or MBA
  • Previous Supply Chain leadership experience in Space Government Contracting environment
  • Familiarity with Space qualified suppliers and requirements
  • Strong knowledge of SAP, NG Command Media, and SAMS
  • Negotiating experience with external suppliers
