Manager - Program Management

We have an exciting opportunity for a Program Manager (G11) in Massachusetts that will interface directly with the United States customer on Early Warning Radar (EWR) sustainment programs within the Mission Systems and Sensors (MSS) Business Area. The ideal candidate will have experience with development and manufacturing of radar systems. Experience leading development of systems using Agile framework is also desired. The EWR Program Manager will oversee cross-functional employees and will be the primary contact for internal and external customers, vendors, and partners. This position requires domestic travel (up to 10%) and will be located in Woburn, MA.

Provide oversight and direction to the program team and act as the primary contact for meeting contractual and business commitments including financial, technical and schedule performance through all phases of system development to include System Requirements, System Design, Development, Integration, Test, and Life Cycle Support. Execute the growth strategy for the EWR programs, which includes product capability improvements. Possess and demonstrate significant technical, programmatic, and customer focused skills in the development, manufacture, and marketing of hardware systems. Leverage successful relationships, confidence and customer intimacy with Air Force Life Cycle Management Center (AFLCMC); Raytheon Intelligence, Information and Services (IIS); and Defense Microelectronics Activity (DMEA) to develop new sustainment opportunities.

Basic Qualifications

  • Minimum of ten (10) years of program management experience or related experience with multiple projects
  • Demonstrated knowledge of program management processes and tools; specifically, IPDS, IMS, EVMS, Risk & Opportunity analysis, Contract Change Management and Control Account Management
  • Demonstrated ability to negotiate technical scope and cost with senior levels of customer leadership
  • Experience with System Integration and Test
  • Demonstrated experience in the development and/or sustainment of radar systems
  • Experience leading a large, diverse, high-performing program team and developing support from senior levels of the organization
  • Strong inter-personal skills for teamwork and customer relationships
  • Excellent verbal and written communication skills
  • DoD approved Secret Security Clearance or ability to acquire within 1 year
  • Bachelor’s degree from an accredited university, preferably in STEM
  • Project Management Professional (PMP) Certification, Raytheon Program Management Excellence (PMX) Certification Level 5, Earned Value Certification or equivalent or ability to obtain within 1 year

Desired Qualifications
  • Experience with Early Warning Radars
  • MBA or MS preferred
  • Experience supporting programs and executing responsibilities in an Agile environment
  • Experience managing vendors
  • Demonstrated experience with Proposal Process
  • RADAR development or integration experience
  • Knowledge of Defense Acquisition Management
  • Experience presenting to and interacting with senior Raytheon Leadership and DoD Customers
  • Six Sigma Specialist Qualification (Raytheon or equivalent) or ability to achieve within 1 year
  • Communication, presentation, analytical and problem solving skills at executive levels in industry and government
  • Strong inter-personal skills for teamwork and customer relationships
  • Excellent verbal and written communication skills
