Manager III-Program Management

Raytheon Missile Systems is seeking to hire a Special Operations Command (SOCOM) Program Manager for the Griffin® program, based in Tucson, Arizona. This position reports to the Program Director and is responsible for profit and loss as well as day-to-day management of multiple contracts supporting all USSOCOM Griffin-related tasks. Tasks include tracking, monitoring and influencing functional leaders to stay on cost and schedule. The Griffin Program Manager responsible for a broad range of engineering services including technology development, flight test support, platform integration, logistics support and systems engineering.

The Griffin® Program Manager (PM) is responsible for managing U.S. Special Operations Command (SOCOM) engineering activities, new platform integration, and Griffin growth/technology development. The PM is the primary point of contact for the SOCOM customer requiring interface with high-level senior acquisition executives, program managers and users. This position is also responsible for planning strategic capture efforts with the SOCOM user community and supports sustainment of on-going production efforts.

The position supports the Program Director in several development and capture areas, to include the following: execution of the program content to meet customer requirements and achieve internal financial objectives; building and maintaining effective relationships with internal business leaders, including the RMS leadership team; working with internal leadership to develop and implement Griffin program policies; and representing the Griffin program and Air Warfare Systems Product Line during interactions with senior level customers and government representatives. Additional responsibilities include the execution of new business investment projects with a focus on growing the Griffin business, to include coordination with industry suppliers/teammates.

The position will require 20-30% domestic and international travel.

  • 10 years’ experience in Program Management, and/or appropriate functional experience in directly supporting program objectives managing cost, schedule, and technical performance
  • Active Secret Clearance
  • Customer relationship focus and experience establishing and maintaining highly effective internal and external relationships through personal influences
  • Demonstrated experience managing defense programs
  • Demonstrated success quickly forging productive customer relationships
  • Strong business acumen
  • Ability to travel frequently domestically and internationally to support mission (approximately 30%)

Desired Skills:
  • Experience working with special operations forces and their associated requirements and/or acquisition agencies
  • Established network and experience interfacing with the DoD customer base and a solid understanding of the DoD requirements process and budgeting cycle
  • Raytheon PM Certification Level 4 with the ability to obtain a Level 3 Certification OR industry equivalent of managing $50-60M in profit/loss
  • Direct Commercial Sales and Foreign Military Sales (FMS) experience including detailed knowledge of US Export/Import policies, regulations and processes
  • Demonstrated success closing business deals and bringing new business over the goal line
  • Experience with Concept of Operations (CONOPS) and Tactics, Techniques and Procedures (TTP) development
  • Proficiency in export/import and security requirements
  • Project Management Professional Certification (PMP)
  • Demonstrated experience transitioning a program from development to production
  • Demonstrated program execution experience managing program staffing, assignments, and resources
  • Demonstrated understanding of full Product Life Cycle as it relates to program execution experience
  • Strong proficiency in partnering in matrixed organizations such as finance, contracts, engineering, etc.

Required Education:
  • Bachelor’s degree; preferably with a concentration in Engineering, Science, or Mathematics or related degree. Master’s degree preferred.
