Manager III-Program Management

The Coyote & Rapid Development Programs (CRDP) Office of Naval Research (ONR) Program Manager will be accountable for capture execution of the Low Cost Cruise Missile (LCCM) program to include trades studies leading to follow-on phases, and successfully transitioning to a production program. The PM candidate will lead the coordination and development of the LCCM Phase Two and Three capture strategy and all Customer interfaces to support ultimately program of record sustainment and win. The PM will be responsible for all facets of the program to include executing current Contract Research and Development (CRAD) and Independent Research and Development (IRAD) efforts and leveraging all relate Coyote Missile activities.
Key Responsibilities:
  • Financial, schedule, and technical performance.
  • Supervision of associated CRAD/IRAD activities.
  • Development and execution of coordinated growth strategies.
  • Coordination of suppliers/teammates for effective execution.
  • Multidisciplinary team leadership, strategy development, internal and external program reviews, market shaping and program development through direct customer engagement, proposal preparation, supplier management, program management status reporting, and generation of work authorizations (IOTs), statements of work (SOWs), and specifications.
  • Align the priorities and provide clear direction; actively manage risk mitigation strategies and capture program opportunities.
  • Serve as the primary Raytheon management and customer contact on status and technical performance, and must anticipate and fulfill customer needs to ensure customer satisfaction and continued business based on naval undersea weapons technical experience as well as sound contract execution.
  • Work with RTN Business Development and Product Line Senior Leadership to shape program and funding to RTN win strategy,
  • Direct the performance of program task elements such as engineering, operations, supply chain, quality, contracts, finance, and administrative functions in the execution of required gate reviews and financial activities as well as program execution.
  • Work with Business Development to define product markets and strategies for advanced autonomous Unmanned Air Systems and related payloads.
Required Skills:
  • Experience with complex testing and demonstration events on Customer ranges to support contractual requirements.
  • Effective communication (to include technical writing, presentation preparation & presentation delivery), organization, and problem solving skills.
  • Demonstrated effective team building and leadership skills.
  • Demonstrated experience managing technical studies leading to development programs while meeting stringent financial, schedule and performance requirements.
  • Experience leading new business capture activities and winning new business in a competitive environment.
  • IMS and EVMS implementation and execution, to include meeting EAC requirements.
  • Ability to monitor, interact and course correct technical teams to support customer goals.
  • Ability to obtain Program and Capture Management (Level 3) Certification.
  • Must be able to travel between Raytheon sites, visit customer and testing range locations in support of business execution, growth requirements, and test events.
  • Active Secret security clearance with investigation date within 5 years and ability to obtain higher clearances

Desired Skills:
  • Experience with PRISM in an Engineering Lab Environment.
  • Experience with the ONR & AFRL community.
  • Knowledge of tube launched missile and ability to translate technology development into coherent operational concepts for customer consideration.
  • Knowledge of weapons testing and integration on naval platforms.
  • Experience with the Strategic Capabilities Office (SCO)
  • Existing Common Access Card (CAC)
Required Education:
  • Bachelors degree; preferably in business, finance or related. STEM Degree preferred.
    Minimum of 10 years prior relevant experience.
Desired Education:
  • Science degree in Physics, Engineering or related field
  • Strong preference for Master’s in Business Administration
