Manager III-Program Management

Job Description:

This Program Manager position is primarily responsible for: 1) Leading the execution of the alternate mission programs within Raytheon/Advanced Missile Systems 2) Proving technical support and customer assistance with alternate mission pursuits, 3) Identifying, and assisting in the development of new programmatic opportunities within a dynamic customer community.

In undertaking the responsibilities associated with this position, the chosen individual must successfully relate his/her activities to those of Raytheon Missile Systems’ portfolio of alternate mission pursuits while at the same time ensuring the full participation of adjacent company business units, and work with RMS entities to ensure proper investment, capitalization and facility development to realize alternate mission business opportunities.

Success in this position demands the creation of strong and trusted relationships among many internal and external customers, including key government personnel responsible for engineering, programmatic, budgetary and planning and contracting activities. This position thus requires multi-site coordination and a full knowledge of the appropriate government organizations, activities, products and services in order that the selected individual may effectively function as a recognized subject matter expert.

Key responsibilities of this position include, but are not limited to:

  • Responsible for overall program execution including cost, schedule and performance for the assigned Alternate Missions program(s)
  • Establish and grow working relationships with the engineering/technical/laboratory staffs of the government laboratories and related industry partners.
  • Actively participate with Advanced Missile Systems counterparts in related gate reviews, color teams and Strategic Planning activities.
  • Support and/or lead proposal activities to capture key alternate mission area programs.
  • Stay abreast of technical and programmatic progress and issues of alternate mission related programs
  • Understand and represent customer needs to senior management, and be an advocate to internal and external customers
  • Grow relationships to help “shape” technical requirements and acquisition strategies
  • Perform technical assessments and support other technology development teams as needed
  • Identify new business opportunities; support businesses in pursuing lateral opportunities and supporting current programs that are critical to AMS/RMS/the company
  • Conduct and present competitive market assessments, business planning for technical proposals and IR&D activities
  • Support and manage executive contact plans with the local Raytheon business development field office

Required Skills:
  • Minimum 10+ years of experience; Preferably in program management in the defense industry and/or government
  • Ability to obtain active Top Secret Clearance
  • Well connected within customer community
  • Be relationship focused
  • Technically insightful
  • Strong engineering background
  • Able to work effectively within a team structure
  • Working knowledge of the DoD Planning, Programming, Budgeting and Execution System
  • Substantial proposal writing experience or evaluation, if undertaken with an agency of the DoD
  • Proficiency with Microsoft Office programs (Word, Excel, Power Point)
Desired Skills:
  • Knowledge of Raytheon organization, capabilities and programs
  • Radar, EO/IR, sensor, GNC and /or systems engineering experience
  • Able to think strategically
  • Able to communicate effectively
  • Able to influence without formal authority
  • Demonstrated success focusing on the needs of customers and delivering on those needs
  • Radar, EO/IR, sensor, GNC or Systems engineering experience
  • Demonstrated experience articulating customer positions, status, and strategies to senior management
  • Proven ability to develop and maintain long term business relationships with customers and partners
  • Demonstrated success working in a teaming environment with customers and internal partners
  • Working knowledge of the DoD Planning, Programming, Budgeting & Execution (PPBE) System
  • Substantial proposal development experience with DoD customers
  • Proficiency with Microsoft Office programs (Word, Excel, Power Point)
  • Active Top Secret/SCI Clearance
Required Education (including Major):
  • Bachelor’s degree; preferably in business, engineering or a closely related field. Advanced degree preferred in either business or technical field.
