Manager III-Program Management

Job Description:
IIS’s Program Management Organization is currently seeking a Hardware Development Manager for the Standard Terminal Automation Replacement System (STARS) program in the Air Traffic Systems (ATS) business area. The Hardware Development Manager will oversee, organize, and lead a team of Electrical and Mechanical engineering professionals who are tasked with the ongoing evolution of the hardware design for the STARS air traffic control system.
This position would report to the Development IPT Lead and be responsible for the overall performance of Hardware Engineering Development on STARS. The Hardware Development Manager would be responsible for overall execution of approximately $25-30M worth of Hardware engineering design and development efforts. This includes risk and opportunity management, contract change proposals, and cost and schedule requirements. The position will require coordination with FAA Hardware Lead(s) as well as Raytheon cross functional organizations that contribute to the development effort.

Required Skills:
The Hardware Development Manager will have at least 10 years of applicable work experience that includes the following competencies:
  • 5-10 years of experience managing hardware engineering design and development teams
  • Background managing technically complex development efforts, including cost, schedule, earned value management, risk management and technical performance
  • Strong team building and mentoring skills
  • The ability to work effectively and autonomously in a multi-task environment
  • Experience with change management
  • Detail orientated
  • Strong communication skills and be comfortable in performing presentations for customers
  • Thorough knowledge of all Microsoft Office products (Word, Excel, Outlook, and Powerpoint)
  • Prior Control Account Management (CAM) / Project Management experience at greater than $10M per year
  • FAA security clearance, or the ability to obtain such clearance
U.S. Department of Defense Secret security clearance or the ability to obtain one Desired Skills:

Desired Skills:
  • Minimum 7 years of experience working with the FAA and DOD in a management/lead role
  • Experience working directly with customer to identify new work, communicate status on existing work, and resolve issues during project execution
  • Raytheon EVMS certified / PMP certified (or in process)
  • Microsoft Project
