Manager II Program Management - F-16 MMC Developemnt

Job Description:

This Program Management position is to support F-16 Modular Mission Computer Development programs within the Airborne Processors product line. This position is responsible for day-to-day execution of assigned programs. Duties include management of all cost, schedule, technical execution, proposal management, and cost account management.

The Program Manager is responsible for the development and implementation of Program Management plans, processes, metrics and tools to ensure successful program execution. The Program Manager will be responsible for coordination of program control activities across multiple functions to maximize consistency and implementation of best practices. The Program Manager will ensure compliance with all external customer-reporting requirements from a program management standpoint. The Program Manager will similarly ensure that the functions have the key indicators needed to manage his/her efforts, will ensure that metrics tracked/reported are sufficient to drive flawless execution of the program and can identify any early indication of potential problem areas.

The Program Manager works closely with all functional areas to ensure alignment and that all documentation complies with the IPDS business model. The Program Manager will lead IPDS and Gate activities such as Gate 3, Gate 4, IR5, Gate 5, IR10, Gate 10, IR11, and Gate 11. Specific tasks include Development, implementation, and maintenance of Program Management Plans, consistent with program requirements and SAS policies.

Required Skills:
  • 8+ years’ experience with a minimum of 3 years’ experience independently leading multi-disciplined teams in a matrix organization (i.e., resources are shared and constrained).
  • Demonstrated knowledge of program management processes for execution of cross business proposals / programs.
  • Experienced with leading a multi-functional team from proposal generation through contract award / completion including experience managing cost, schedule and technical aspects of a program.
  • Strong understanding of various contract types and the required levels of financial reporting.
  • Knowledge and demonstrated understanding of Earned Value Management, Risk Management and other Management Tools / Metrics.
  • Demonstrated communication/presentation, analytical and problem solving skills with an attention to details.
  • U.S. Citizenship Status is Required as this position will require the ability to Access US Only Data Systems.
  • Active DoD Secret Security Clearance Required Day 1 and Role Requires Access to US Only Data
Desired Skills:
  • Experience in software development programs and AGILE processes
  • Highly effective leadership and change Management Skills.
  • Solid interpersonal and customer relationship skills with demonstrated experience in building and managing favorable/partnership-based relationships.
  • Excellent presentation (oral and written) skills.
  • Must possess or be able to obtain Program Management Level 5 Certification or Equivalent within 1 Year of assignment.
  • Experienced in Circuit Card Assembly Manufacturing.


Required Education (including Major):
  • Bachelor’s Degree in Science or Engineering, Business or Scientific / Technical field or related Degree
