Manager II Administration – Electronic Warfare

Job Description:
Manager II Administration will oversee and coordinate the operational aspects of ongoing projects and services between project management and planning, project team, and line management. Assesses project issues and develops resolutions to meet productivity, quality and client satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for interventions and problem solving with project managers, line managers, and clients. This assignment is a good fit for someone who is looking to gain experience in a variety of roles and activities that are in support of EW programs as part of the Program Management team.

This position will support the classified programs portfolio. The candidate must be familiar with setup and management of programs in closed spaces. Candidate must be organized and able to define action plans and manage closure within both the program IPT structure and directly with functional departments within the robust matrix. The best candidate will be able to assess areas where the operational practices need improvement and work with the PM’s to define, devise and implement improvements. Will help align program managers and IPTL’s with current PMX best practices and supporting tools and processes. Must be a self-starter and able to navigate through what are sometimes complex organizational mazes in order to reach closure on actions in support of a singular program or the Directorate portfolio. This job will require frequent interface with the Emerging Programs (EP) Director and the SPS Director along with PM’s/IPT’s, the classified security team and also with across a wide spectrum of customers. A well-suited candidate will have excellent interpersonal skills and be able to operate in a team collaborative environment.

This position will support SPS leadership, including the GM, BD to track site level NBI, and will support the Emerging Programs Director in business forecasting using the FP&A OMS and BD eRPM tools. This position will oversee and coordinate the classified programs 5 Year Planning activities, Monthly booking forecasts and New Business Investment (NBI) Requirements and act as liaison between the program office and finance. This position will manage and coordinate all Capital Requirements including any facilities upgrades for closed areas. This position will monitor and support all HR activities.

This position will have 3 direct reports with additional direct reports as the business area expands. Typically responsible for providing guidance, coaching and training to other employees within job area. Typically responsible for managing major/complex projects at this level, involving delegation of work and review of work products.


Required Skills:
  • Candidate must have a Secret clearance (investigation within past 5 years) and TS eligible.
  • Must be a self-starter
  • High level of proficiency with MS Office
  • Excellent oral and written communication skills and experience interfacing with internal and external customers
  • Ability to multi-task, address multiple issues and set priorities
  • Must be reliable organized, flexible and detail oriented.
  • Strong business sense to proactively identify and resolve problems and issues quickly and efficiently
  • US Citizenship is required
  • Ability to obtain access to US only systems required

Desired Skills:
  • Proficiency with MS Project

Required Education: Bachelor’s degree in a related field and 8 years of applicable experience.

This position requires a U.S. person or the ability to obtain an Export Authorization from the appropriate government agency for non-U.S. persons

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
