Northrop Grumman Aerospace Systems has an opening for a Manager, Programs 3 to join our team of qualified, diverse individuals. This position will be located in Melbourne, FL.

Essential Functions:

The selected candidate should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, collaborative/team settings across all levels.

The Program Manager 3 for the Joint STARS Program Management IPT is responsible for oversight of all program support and sustainment efforts for the E-8C Joint STARS. The organization includes numerous Integrated Product Teams (IPTs) focusing on areas such as: Development Programs, Mission Systems & Cybersecurity, Aircraft Systems Depot Maintenance and Warfighter Support.The Program Management IPT is chartered with ensuring monthly Earned Value analysis and management, integrated scheduling oversight, travel budget administration, contract change management, business strategy support, as well as direct customer interface management. The Joint STARS contract is a long standing effort with locations providing support to include Lake Charles, Louisiana - Melbourne, Florida - Warner Robins, Georgia and OCONUS locations. Travel to CONUS locations will be required.

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Basic Qualifications:
  • Bachelor's degree and 14+ years of related DoD industry experience to include leadership experience OR a Master's degree and 8+ years of experience.

  • Requires experience in both EVM and leading program management review sessions on cost, schedule and technical performance.

  • Experience leading a proposal development team.

  • Experience developing successful relationships with customers and suppliers is essential.

  • Must have an active/in-scope DoD Secret security clearance required.

Preferred Qualifications:
  • Master's degree preferred
  • E-8C (Joint STARS) mission systems knowledge and experience are desired
