Logistics Institutional Capacity Building Specialist

Key Role:
Serve as a logistics institutional capacity building specialist supporting a DoD client in the National Capital Region. Conduct deskside research and analysis of a partner nation’s logistics capacity to inform current and future security cooperation activities, including institutional capacity building engagements. Review security cooperation proposals for logistics equities, highlight risks, and propose possible mitigation steps. Analyze the development of tools and processes to support logistics engagements and the greater security cooperation enterprise. Work with stakeholders to identify logistics challenges and opportunities across the Joint Logistics enterprise.

Basic Qualifications:

-10+ years of experience with civilian or military representatives of security or defense organizations of foreign nations at the operational or strategic level

-Experience at the Joint Staff, Combatant Command, or component command level

-Experience in working with logistics programs and performing logistics elements

-Experience in working with various military services to validate Integrated Logistics Support requirements and implement logistics support plans to meet requirements

-Knowledge of military and defense resource management processes, including strategic programming and budget management

-Knowledge of security cooperation authorities, processes, and resources

-Ability to obtain a security clearance

-BA or BS degree

Additional Qualifications:

-Experience in working with one or more security cooperation organizations

-Experience as a defense attaché, foreign area officer, or security cooperation officer

-Experience with overcoming bureaucratic and cultural challenges while building partner nation institutional capability and capacity

-Experience in coordinating activities with the Department of State and US embassies

-Experience with developing training and educational programs for US and partner nation military personnel

-Ability to comprehend and apply reliability, availability, maintainability, and logistics requirements, as documented in USC Title 10, DoDI 5000.02, DoDD 5000.01, and NAVINST 5000.2

-Possession of excellent oral and written communication skills, including presenting complex information to civilian and military senior leaders

-Possession of excellent client-facing, advisory, and consulting skills

-Secret clearance

-Defense Acquisition University Logistics Level III or equivalent certification

-Completion of any Security Cooperation Officer Course from Defense Institute of Security Cooperation Studies (DISCS), including the Security Cooperation Management Industry Course, Security Cooperation Management Orientation Online Course, or Security Cooperation Management Policy, Programs, and Planning Course
