lntegrated Program Management Analyst

The lntegrated Program Management Analyst (lPMA) is a Direct Report to the Program Management Excellence (PMX) Program Planning & Support Directorate (PPS) LWS Product Line and matrixed to the LWS Airborne Systems Engineering Services Program Manager. This position will support the Stinger Engineering Services and other efforts in the Airborne Systems Directorate. Stinger is the world’s most versatile and lethal one-man-portable, air-defense weapon system. It is made by Raytheon Missile Systems and provides the U.S. Army, U.S. Marine Corps and numerous international customers a fire-and-forget, Short Range Air Defense (SHORAD) missile.
The IPMA position is responsible for partnering with program leadership and control account managers to ensure program objectives are met on or under cost and on or ahead of schedule. This will include complex coordination between multiple entities on the program to achieve program objectives. Responsibilities include but are not limited to Earned Value Management (EVM) including Variance Analysis, quarterly Estimates At Completion (EAC) efforts, budgeting, baselining, proposal support, scope control and communicating expectations in support of the program’s Control Account Managers (CAMs), Program Managers (PMs) and Integrated Product Team (IPT) Leads. This position requires a dedicated, experienced individual who can be successful in a fast paced and demanding environment
The candidate will work with varying levels of management across all functions within the Program and the Product Line. The individual will work on process improvements and the building of efficiencies into all aspects of the organization. Working closely with CAMs, the lPMA will manage program status and schedule meetings, maintain action items lists, perform meticulous follow-up to ensure actions are completed, and proactively coordinate across the program to help multiple program members develop an efficient program battle rhythm. Key Job Functions:
  • Analyze and document the root causes, impacts, and potential corrective actions of cost and/or schedule variances
  • Document impacts and recommend corrective actions to CAMs/IPT Leads to mitigate risk, regain cost or schedule slips, or capture opportunities
  • Support Baseline Change Requests in order to maintain baseline validity when necessary or when scope changes demand it
  • Inform and recommend options to CAMs/IPT Leads on matters pertaining to EVM policies and/or compliance
  • Ensure CAMs/IPT Leads accurately forecast labor and material requirements to produce reliable Estimates At Completions (EACs) by providing in depth analysis
Required skills:
  • 4+ years of applicable experience
  • Demonstrated knowledge of Earned Value Management (EVM) as well as a working knowledge of planning and financial analysis
  • Ability to work in a matrix environment and advance programs that are in the early stages of program execution and/or are highly complex
  • Demonstrated ability to make reasonable and sound decisions based on utilization of analytical and interpretive techniques to assess scalable EVM utilization, materiality, and process implementation
Desired skills:
  • Knowledgeable of full suite of EVMS tools and their application (MPM, APEX-EV, PMX Tool Suite, PRISM EV, etc.)
  • Current Raytheon EVM Certification or Industry equivalent
  • Demonstrated understanding of the EVMS Guidelines and Procedures or Industry equivalent

Required Education: Bachelor's degree (Accounting, Finance, Economics, Business Management) or related field combined with relevant years of experience
