Junior Application Developer


Job Description:

The Agency is interested in IT Modernization efforts and Reskilling and Workforce Transformation. Reskill and upskill employees impacted by IT modernization efforts, evolve workforce to more 21st Century skillsets and work practices, and enable the workforce to drive successful IT Modernization efforts going forward utilizing in-house talent.


The Junior Application Developer will develop, create, and modify general computer applications software or specialized utility programs or distributed software application. Analyze user needs and develop software solutions. Design software or customize software for client use with the aim of optimizing operational efficiency to include the automation of workflow, database collection/management, facilitation of customized training programs and the analysis of business processes for re-engineering purposes and performance measurement. May develop middleware for system integration between two or more software applications.


Designs, develops, documents, tests and debugs application software. Conducts analysis and collaborates with subject matter experts in the planning, design, development, and utilization of electronic data processing systems for information storage, processing, presentation, manipulation, display, or reporting. End product may be special use, customized, or commercial software. Determines computer user needs; analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops autonomous services, desktop applications, web applications, scripts, and utility programs. Ensures software standards are met.  

Responsible for analyzing user business problems to be solved with automated systems. May formulate and define information system scope and objectives through research, analysis, testing and fact finding with a basic understanding of business systems and industry requirements. May prepare communications and make presentations on recommendations on system enhancements or alternatives.


Education and Experience:

  • Bachelor’s degree or equivalent and two (2) years of relevant experience as an application developer.


Required Skills:

  • Proficient in at least 3 programming languages.

  • Experience developing, implementing, operating and maintaining commercial and highly customized web applications.

  • Experience ensuring software design is interoperable, secure, portable, serviceable, and maintainable.

  • Experience reviewing data requirements, as well as access and response needs, and recommending application platforms and programming languages to best support them.

  • Experience with Agile work flows is a plus.

  • Must be a US Citizen with ability to obtain Public Trust


Clearance Requirement:

  • Must be a US citizen with the ability to obtain a Public Trust security clearance.
