IT Systems Engineer

SAIC is looking to hire a Senior IT Systems Engineer in Norfolk, VA. The candidate would be responsible for managing a technical support team in the maintenance and development of the Environmental Information Management System (EIMS). EIMS is a mature enterprise system that includes a geospatial information system database, relational operational database, project management capabilities, document commenting system, and other capabilities that support the U.S. Fleet Forces Command Environmental Readiness Division.

JOB DUTIES/RESPONSIBILITIES:
• Perform systems engineering tasks in support of the enterprise systems.
• Direct an off-site none person IT Support Team in systems engineering activities that will enhance the IT capabilities of multiple enterprise systems and applications to include one or more of the following: concept of operations formulation; requirements definition, analysis and engineering; system architecting; system analysis and design; interface and data architectures, validation, and verification; system integration; system and operations performance analysis, cybersecurity and accreditation/certification requirements.
• Lead in the certification and accreditation efforts under the Risk Management Framework (RMF) process to obtain an Authority to Operate for each system and application.
• Understand the roles of each party in relation to the RMF process to include Information Systems Security Engineer (ISSE), Information System Owner (ISO), Validator, Security Control Assessor (SCA), and Navy Authorization Office (NAO).
• Interface with various user groups to discern IT support requirements, and translate them into IT products in support of US Fleet Forces (USFF) and Pacific Fleet projects.

• Ensure the registrations for each system and application are compliant and complete.
• Ensure the certification and accreditation of applications required for use on Navy ships and submarines.
• Coordinate development of data exchange mechanisms between current USFF systems and application, and other Navy systems and application when applicable.
• Some travel (Less than 10%) may also be required.


Qualifications

EDUCATION/EXPERIENCE REQUIREMENTS:
• Bachelor’s degree from an accredited institution in computer science, engineering, mathematics or related field, plus a minimum of eight (8) years of relevant experience working in the IT field; three (3) years of which are system engineering related.

SECURITY CLEARANCE REQUIREMENT:
• Active DoD Secret clearance is required.

REQUIRED SKILLS:
• Knowledge of application programming, database design, GIS, Internet, intranet, extranet, and client/server architectures.
• Knowledge of systems engineering, system design, and the software development lifecycle.
• Knowledge working with technologies such as Windows servers, Citrix, .NET application development, Structured Query Language (SQL) Server, ORACLE database, and Microsoft (MS) Access.
• Knowledge of DoD/DoN IT standards and policies to include but not limited to the DoD 8500 series instructions.
• Knowledge of NIST 800-53and how they apply to implementing the RMF process.
• Knowledge of IEEE 12207 development lifecycle for software and systems
• Knowledge of Cyber Security Work Force (CSWF) requirements as related to IT professionals working on DoD/DoN systems and applications

• Knowledge of IT procurement.
• Knowledge of DoN datacenters and networks architectures
• Knowledge of writing technical documents to include but not limited to design, specification, requirements, testing and security in support of system development, maintenance, and accreditation.
• Ability to articulate technical information to non-technical leadership and staff members through written and verbal communication.

DESIRED SKILLS:
• Prior military or equivalent civilian experience.
• Experience working with existing military operational, scheduling, environmental, or range management information systems.
• Experience in system design using best practices in cyber security.
• Knowledge of the shipboard and submarine accreditation and testing processes.
