Jacobs is seeking aProcurement Support Specialist in Springfield, VA.

Duties will include:
  • Perform daily procurement like activities as assigned by management or customer tasking systems
  • Perform purchasing activities as assigned by the immediate on-site supervisor or customer tasking systems
  • Maintain CPSR compliance. These records must be pristine in case of internal and external audit or review, and any discrepancies and corrective actions are the responsibility and direction of the on-site procurement supervisor and compliance lead
  • Prioritize work daily depended upon urgent and first in first out assignments
  • Ensure all procurement files are in compliance with CPSR, FAR, DFAR, Government and Agency-specific regulations, and/or company policies and procedures
  • Processes and completes simple to complex purchase requests; determines prices from available vendors which meet cost and quality guidelines; places orders; verifies receipt of purchase
  • Conducts complex negotiations with suppliers to obtain products at the best quantity and cost in order to ensure end-users needs are met; negotiates delivery, terms and conditions, and pricing
  • Ensures that the items and services are purchased from specified suppliers and are delivered according to agreed terms and conditions
  • Responsible for coordinating with receiving department to resolve any receipt issues so no delays will occur in delivery
  • Solicits vendors for materials, products and services through formal RFP/Qs to include competitive and single/source
  • Maintain communication with suppliers during the course of procurements in order to ensure timely delivery while maintaining compliance with the requirements of the procurement documents. Establishes relationships with new suppliers and develops new supply sources
  • Receives and evaluates proposals, quotations, and bids for acquisitions
  • Analyzes bids for specification compliance, prices, delivery commitments and past performance
  • Reviews planned orders. The acquisitions process and compliance to agency regulations is often complex and determined by size and value of the contract, with the higher the value, the more complex it becomes
  • Responsibilities of any procurement specialist are record keeping. That means staying on top of everything from purchase orders and receipts to tracking numbers
  • Works under and reports to a first line on-site contractor supervisor and at this level has no supervisory authority
  • Other duties as assigned

Periodicresponsibilities include:

  • Assist other team members with other assignments as needed and directed by supervisor


  • Active TS/SCI with polygraph required
  • Requires one (1) year of college with courses in business administration, computer science, or industrial management, and three (3) years progressive experience, or any equivalent combination of relevant education and experience
  • Must be able to interface with individuals at all levels of the organization both verbally and in writing
  • Proficiency in the use of MS Office product suite (PowerPoint ,Excel, Word, SharePoint)
  • Some PC repair/troubleshooting skills may be required
  • Effective time management skills
  • Ability to become familiar with Agency and Logistics regulations, policies, and unique authorities
  • Some Basic knowledge of Logistics procedures and policies specific to the area of assignment
  • Some Basic knowledge of various Logistics databases and applications
  • Basic knowledge of how to read and interpret routine financial statements
  • Oral and written communication skills sufficient to compose and deliver responses to customers’ routine questions in a clear and concise manner
  • Ability to develop an internal network of professional working relationships within the work unit and with service partners’ counterparts in other Offices
  • Ability to interact with customers effectively in resolving routine problems
  • Ability to adapt to changing work requirements and priorities
  • Ability to use good judgment and personal initiative in recognizing appropriate action to be taken for completion of tasks
  • Ability to demonstrate a high level of service delivery
  • Ability to interact with people who have different values, cultures, or backgrounds
  • Working knowledge of customer networks/systems
  • Excellent interpersonal skills to interface consistently and effectively with customers, technical staff, project team members, and management to identify issues, negotiate changes, meet deadlines, and provide excellent customer service
  • Excellent oral and written communication skills; ability to explain rules, procedures clearly and accurately, both orally and in writing
  • Ability to elicit information on moderately complex technical problems from non-technical customers for resolution of problems requiring significant analysis across multiple environments
  • Ability to work independently or in a team environment
  • Ability to organize and plan personal as well as team tasks in a changing environment, monitor their execution, anticipate risks, assess impacts, and develop contingency plans
  • Must be a team player
  • Preferred qualifications:
    • Associates Degree
    • Comprehensive knowledge of FAR, DFARS, CPSR, and contractual and customer requirements to ensure all procurement activity performed is done so in a compliant manner and in accordance with company policies
Essential Job Functions
Work Environment:

General Officeenvironment: The work environment is fast-paced and sometimes involvesextreme deadline pressures. The nature of the work requires a high degree ofteamwork and cooperation with other members of the staff as well as individualsacross the Company and Customers.

Physical Requirements:

Typically employees sitcomfortably to do their work, interspersed by brief periods of standing,walking, bending, and carrying papers and books, and extensive periodsrequiring the use of computer terminals to accomplish work objectives. Mostwork will be done at a desk or computer, however there may be times you go inthe warehouse to look for items.

Equipment and Machines:

General office equipmentincluding PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and othermiscellaneous office equipment.

Attendance:

Must be able to maintainregular, reliable attendance and ensure on time daily arrival. Attendance iscritical at all times. Must be able to work a 40-hour workweek, normally Mondaythrough Friday. However, times and days may vary depending on businessrequirements. Needs to be available to work overtime during critical peaks andbe available to meet last minute requests for overtime should the situationoccur.

Other EssentialFunctions:

Must take and pass adrug test and background check. Must be able to communicate effectively bothverbally and in writing.Grooming and dress must be appropriate for the positionand must not impose a safety risk/hazard to the employee or others. Must putforward a professional behavior that enhances productivity and promotesteamwork and cooperation. Must be well-organized with the ability to coordinateand prioritize multiple tasks simultaneously. Must work well underpressure to meet deadline requirements. Must be willing to travel as needed.
