Intelligence Surveillance and Reconnaissance Tech Director (ISR TD)

Raytheon Intelligence and Information Services (IIS) Engineering – Capabilities and Technology Directorate has an immediate opening for the position of a technical director to support the Intelligence Surveillance and Reconnaissance (ISR) Program Area.

This position will report directly to the Defense and Civil Solutions (DCS) Technical Director and will be responsible for:

  • Supporting business development for front end of the business Engineering technical representative for the ISR Business Area, to externals, and to the customer for related initiatives, campaigns and pursuits totaling more than $150M/year
  • Partnering with the Program Area Director and Business Development in development of a growth-oriented business strategy
  • Supporting the DCS TD with the ability to grow into the DCS TD role
  • Developing and ensuring the ISR Technical Roadmap is aligned with the Strategic Plan and CSI/DCS strategies and roadmaps
  • Ensuring the technical integrity of the ISR pursuits, campaigns, and program baselines
  • leading the team through providing leadership and direction for technical activities, balancing technical, cost and schedule requirements
  • Deriving technical needs and associated IRAD, CRAD, and M&A opportunities to fill gaps
  • Leading technical assessments and provide direction for areas of special interest
  • Providing and promoting interactive participation in early Gates (0-4) and pursuit strategy and readiness reviews
  • Reviewing and approving key architecture, requirements, analysis and design to assure consistent business wide, cross-functional solutions.

The candidate should be a self-starter, creative, exhibit excellent written and verbal communication skills, take initiative within a dynamic environment and balance solution strategies with market trends and requirements. The position requires daily interactions with all functional and business areas of the company and continuous interactions with customers. Some travel is required.

Required Skills:
  • 10+ years’ experience in system engineering and/or enterprise architecture discipline
  • Science, Technology, Engineering or Mathematics (STEM) Bachelor’s degree in a relevant technical field
  • Demonstrated experience leading and/or supporting technical solutions in a competitive full and open environment within the DoD and other agencies in the areas of ISR and Command and Control
  • Demonstrates in-depth and current knowledge of the latest research, software trends, frameworks (both industry and government), methodologies, and capabilities (Cloud, AI/ML, Agile/DevOps) with the ability and judgment of how and where to apply within diverse integrated engineering and sustainment environments
  • DoD and other agency knowledge of C2ISR strategies, capabilities and solutions
  • Demonstrated ability to envision and plan technical direction for organization over a 5+ year horizon with solid understanding of market conditions and technology trends
  • High degree of adaptation, flexibility, and judgment with a demonstrated ability to make sound decisions in stressful business situations
  • Demonstrated ability to work independently; a highly motivated self-starter
  • Demonstrated technical innovation and ability to identify R&D of merit to the business, construct, sell, communicate and influence investment decisions
  • Proven experience interfacing and communicating technical solutions at O6/GS16 or above level; technical conferences; and white paper development
  • Demonstrated ability to lead technical solutions for proposals, write and influence stakeholders, and develop winning solutions for programs over $100M
  • Solid design and architecture skills – ability to identify integrated solutions across Raytheon and 3rd Party Products/Capabilities
  • 5 years of direct technical and business experience with the Federal Government and familiarity with the US Government acquisition practices
  • Experience directly leading internal, vendor and customer engagements, captures and cross-functional efforts to achieve results
  • Ability to travel domestically and internationally as necessary
  • Must be able to obtain and maintain a TS/SCI and Special Access U.S. Government security clearance
Desired Skills:
  • Published in technical or peer-reviewed journals or other technical forums
  • 12+yrs experience in a Technical leadership role across a single or multiple-unit organization
  • Presenter, panelist or speaking experience at Government or industry conferences
  • MS Degree Preferred
  • Active TSSCI clearance
