Intelligence Research Agency Program Manager

ECS is seeking an Intelligence Research Agency Program Manager to work in our College Park, MD office. 

Please Note: This position is contingent upon contract award. 

Job Description:
The Intelligence Research Agency Program Manager located in Maryland must be responsible for all aspects of the IDIQ contract and program support activities. The contract is a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) services contract supporting Intelligence Research Agency. The ideal candidate will have familiarity with Intelligence Research Agency contracts and relationships within the government and industry contracting community supporting Intelligence Research Agency programs.

The PM must also ensure the project team meets the requirements of the contract.  He/she is the primary interface with the government contract representatives. The PM must be able to keep the corporate headquarters informed of the progress on his/her program. Additionally, the PM must be able to perform other duties in support of company operations to include business development tasks and assistance writing contract proposals. Must be able to professionally represent the company at briefings, meetings and conferences, etc.

Essential Functions

  • Ensure the execution of related tasks as specified in the SOW and in accordance with the schedule established by the Government COR. The Program Manger:
  • Implements and manages all contract and program support activities
  • Leverages existing government and industry contacts to generate business
  • Directs project personnel to ensure contract deliverables are achieved
  • Performs business development activities including identifying opportunities, establishing teaming arrangements and assisting with proposal development
  • Identifies and recruits SMEs and project leads as necessary
  • Creates and manages contract budgets
  • Interfaces with government personnel
  • Acts as the company’s representative and primary point of contact at Intelligence Research Agency

Required Skills:

  • Bachelor’s degree in a related field
  • Minimum ten years’ experience in program management of DoD or IC contracts
  • Experienced in capture management and proposal development
  • Knowledge, Skills and Abilities: 
  • Capable of thinking at the strategic level and thinking through impacts in volatile, uncertain, complex and ambiguous environments
  • Capable of anticipating and understanding the impacts of second and third order effects
  • Knowledge of Federal Acquisition Regulations and Defense Federal Acquisition Regulations Supplement
  • Intermediate to Advanced skills in automated office products (e.g. MS Word, MS PowerPoint, Excel, Project).
  • Top Secret Clearance with CI Poly

Desired Skills:

  • Masters Degree in related field (e.g. Computer Science / Signal Processing)
