Intelligence Collection Manager, Midlevel

Description

Overview:

SAIC seeks to support U.S. Space Command Directorate of Intelligence, USSPACECOM J2, in performing critical operational intelligence and related subtasks to support assigned missions.  These subtasks include but are not limited to:

·         Target development, administration, and automation

·         Collection management, planning and assessments

·         Analysis and production to develop, refine and execute Indications and Warning (I&W); monitor and report on adversary Operational Readiness & Disposition (OR&D), develop and maintain a Common Intelligence Picture (CIP); and produce other operational and finished intelligence to support CDRUSSPACECOM needs

·         Joint intelligence planning to support USSPACECOM future operations, crisis action, and deliberate planning; global integration with other CCMDs; and engagement with allies, other foreign partners, and the commercial sector

·         Foreign disclosure to facilitate information sharing and partner integration

·         Information technology to support communication, integration, and analysis, to include data visualization, automation, machine learning, and tool development

·         Intelligence coordination, liaison, representation, and advocacy with the interagency and the whole of government

·         Counterintelligence (CI) and Human Intelligence (HUMINT) authorities execution

·         Personnel security, physical security, and Controlled Access Program (CAP) administration

·         Manpower, personnel, financial, and facilities administration

·         Tradecraft development and training for space operational intelligence professionals to include analysts, collection managers, planners, etc. and support to the Space Operations Force

 

Job Description

·         Applies Collection Requirements Management (CRM), and Collection Operations Management (COM) principles to facilitate satisfaction of CDRUSSPACECOM Priority Intelligence Requirements (PIRs) as well as current intelligence needs associated with deliberate / crisis action planning and military operations.

·         Collaborates across USSPACECOM staff, components, supported / supporting CCMDs, and the Intelligence Community (IC) to optimize Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) processes in support of USSPACECOM needs.

·         Evaluates the efficiency and effectiveness of multi-INT collection efforts to generate timely accurate information satisfying USSPACECOM requirements.

·         Uses statistical, algorithmic, mining, and visualization techniques to find, interpret, and present ISR data from myriad sources. Teams with other requirements team members to create Measures of Effectiveness (MOEs), and Measures of Performance (MOPs) to determine effectiveness of existing collection plans / strategies.

·         Identifies collection gaps, determines related opportunities / options, and produces recommended solutions to improve collection activities in support of USSPACECOM.

·         Assesses models of future intelligence collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects to optimize implementation activities which meet anticipated needs.

 

Required:

·         At least 6 years of experience related to this labor category with at least a portion of the experience with the last 2 years.  8 years of experience is preferred.

·         At least four years of experience relevant to space / counterspace-related intelligence requirements/collection management.

·         Graduate of an in-residence DoD / IC collection management course.

·         Bachelor’s degree in an area related to this labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.  An additional 4 years of related experience may be substituted for a Bachelor's.

·         Demonstrates comprehensive mission knowledge and skills that affirms completion of all developmental training and experiences for the labor category.

·         Demonstrates ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. Demonstrates ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.

·         Demonstrates ability to work independently with minimal oversight and direction.

·         Demonstrates ability to develop concise, insightful, and comprehensive products for defense intelligence.

·         Demonstrates ability to lead teams in researching multifaceted or critical problems.

·         Demonstrates ability to produce timely, logical, and concise reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats.

·         Demonstrates ability to communicate complex issues clearly in a concise and organized manner both verbally and non-verbally; with strong grammar skills.

·         Demonstrates proficiency using Microsoft Office tools.

·         Demonstrates ability to develop structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.

 

Clearancemust currently possess a TS/SCI; a polygraph may be required to be obtained after start date

Qualifications
