Installation Planning Project Manager/Policy SME

Key Role:

Provide project management and policy support and apply subject matter expertise to an Air Force client's installation planning portfolio, including Base Realignment and Closure (BRAC), European Infrastructure Consolidation (EIC), National Environmental Policy Act (NEPA), Climate Adaptation and Resiliency (CAR), and Global Posture projects. Develop, coordinate, consolidate, and maintain client installation planning program governance and programmatic documents, including Air Force instructions (AFIs), policies, and records, action plan recommendations, task and inquiry responses, and issue resolution action plans. Provide detailed updates to leadership and interested parties by participating in meetings and coordinating, consolidating, developing, and delivering associated meeting materials. Prepare staff packages, including staff summary sheets, presentations, spreadsheets, correspondence, background papers, talking papers, and white papers for SES or General Officer and Presidential Appointee-level audiences. Coordinate and collaborate with DoD, Joint Staff, other Service staff, Air Force directorates, MAJCOMs, centers, and other government offices and agencies to respond to queries, requests for information, and other support for the programs listed above to develop Courses of Actions, supporting facts and estimates, and policy update recommendations on client programs. Monitor financial issues for appropriations associated with prior-BRAC rounds to prepare accurate financial and program status reports, including the annual BRAC program Justification Book. Research current tools, data sets, applications and processes, investigate applicability to client programs, and provide programmatic recommendations, impact analysis and future application concepts to client and stakeholders on Federal, State, Tribal, and local agencies efforts to assess projected climate impacts to mission.

Basic Qualifications:

-10 years of experience as an analyst or program manager in a Headquarters Air Force (HAF)- or DoD-level strategic program, including specific, relevant planning or implementation work at HAF- or DoD-level with prior BRAC rounds

-Experience with tracking program performance, including metrics evaluation, monitoring, and reporting and identifying and tracking improvement opportunities to meet program goals and mission requirements

-Experience with analyzing data in Excel and Access, including building charts and presenting results in an easy-to-understand format

-Experience with building relationships, including in government client site environments

-Secret clearance

-BA or BS degree

Additional Qualifications:

-Experience in working with Air Force TMT or similar workflow management systems

-Experience with data visualization tools

-Experience with data and problem analyses

-Possession of excellent oral and written communication skills
