Information Computer Telecommunication Specialist

Asan Information computer telecommunications specialist will directly supportJITC's role in planning and executing the Major Range Test Facility Base(MRTFB) mission requires personnel to be familiar with DoD policies regardingIT and NSS. Particularly, the DoD and DISA policies and guidance referencingvideo (and voice) services. In addition, must be capable of interacting andproviding customer service with all personnel including other contractors,Government, vendors, and visitors while maintaining a positive image in thecompletion of the overall mission. This support shall include endpoint videodevices.


This positions will perform functions related to administrator(s) andtechnician(s) to support voice/video telecommunications switch and convergedvoice, video, and data networks to include programming, operation, maintenance,and troubleshooting equipment located in the video services (GNTF Annex) lab.The requirement requires a person who can perform operation, maintenance,troubleshooting, and repair on the following devices and technologies: DoDvoice, video, and data networks, architectures, and technologies, specificallyin the following areas: Global Video Services (GVS), Voice over IP (VoIP), IPconcepts, ability to program CS2100 circuit switches, AS-5300, REDCOM HighDensity Exchange and Slice 2000 switches, SBCs, Session Controller IP switches,proprietary equipment, and legacy Time Division Multiplexing (TDM) circuitswitching devices.


Admin/Technician shall provide telecommunications equipmentinstallation support. This includes fiber optic cable splicing, DC power,Category 5 Cable/coaxial/optical/2-wire cabling, Main Distribution Frame(MDF)/Intermediate Distribution Frame (IDF) wiring to include documentation,MDF/IDF terminal blocks, wiring tapping, and support electrician on all ACpower. The position requires a person who can augment and accomplish allfunctions, tasks, and activities concurrently within the overall JITC VideoServices Mission which will require close coordination within the facility,with management, DoDIN Capabilities test officers, other test officers, JITCAction Officers, Contracting Officer Representatives, Government JITCofficers/personnel including the Security Managers responsible for forceprotection and cybersecurity, Safety Officer, and the Property AccountabilityOfficer (PAO).

The position may requiresupport the JITC Warfighter HOTLINE support system. The facility resources,such as networks, equipment, and configurations may be used to support theHOTLINE. Anticipate supporting two HOTLINE requests per month. The HOTLINErequest may involve personnel to configure and troubleshoot the Warfighterissue. Most HOTLINE support calls are resolved within 24 hours.


Performs technical assignments in thearea of JITC support to DISA Video Services Test and Evaluation, applying broadtechnical knowledge in one or more areas on specific systems orapplications. Work requires knowledge ofcustomary approaches, techniques, and requirements appropriate to the assignedtechnology and video telecommunication capabilities including legacy systemsand latest trends in related technologies. Requires specialized experience in evaluating, analyzing, maintaining,managing, or improving telecommunications and video system performance. Follows specific layout and diagrams toconstruct, implement, and operate devices and subunits of equipment. Ensures uninterrupted access to alltelecommunication features in support of T&E efforts.


Designs, develops, and tests telecommunicationssoftware solutions. Reviews, analyzes,develops, installs, and modifies computer operating systems. Analyzes and resolves problems associatedwith operating systems. Interpretsmanufacturer manuals or similar documents. Detects, diagnoses, and reports related problems. Provides user training of thetelecommunications features and functionality. Makes suggestions to end users regarding communications software andhardware solutions. Providesdocumentation/project tracking and management reporting. Coordinates upgrade specifications andschedules with internal or external users and ensures proper integration. Provides tactical and strategic input tooverall network planning and related projects.


Education and Experience:

  • Requiresa Bachelor's degree; or an Associate's degree and 6 yearsof experience; or aminimum of 60 semester hours of formal education working towards an Associate’sor Bachelor’s degree and at least 8 years of experience; or at least 12 yearsof experience is required.
  • Requiresat least 1 certification in area of specialization. Additional certifications in the area ofspecialization may be substituted for 1 year of experience
  • Security + and a Video equipment related tocertification recognized by the T&E community
  • Proficient with Microsoft Office (Word, PowerPoint, Excel)
  • Proficient with communication viawriting and briefing
This position will require a security clearance at the Secret level or higher.
Essential Functions:
Physical Requirements
Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.
Work Environment
An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.
Equipment and Machines
Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.
Attendance
Core work hours will be between 6:00 a.m. – 6:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.
Other Essential Functions
Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
