Information Assurance Specialist/FSO

****This position is contingent on contract award****

Raytheon has an ongoing need for personnel to provide information technology (IT), technical, engineering, cyber, security, logistics and analytic services in support of C5ISRO activities for Pacific Air Forces (PACAF) missions at operational, proposed, and deployed-to/from sites in the Pacific Area of Responsibility (AOR), and at sites and units upon which PACAF depends for reach-back and support.. PACAF's operational sites are located in Hawaii, Alaska, Guam, Japan, and Republic of Korea (ROK), Diego Garcia (British Indian Ocean Territory (BIOT)), Continental United States (CONUS) sites and other locations, as required. Future C5ISRO services will be added in support of other installations, as required to support the INDOPACOM/PACAF mission.

Primary Responsibilities:
  • This position requires experience in working with and supporting government (preferably DoD) Information System Security Officers (ISSO), Engineers (ISSE) and Managers (ISSM) Xacta risk management and compliance roles on installed/related Xacta projects; must have the knowledge and ability to provide recommendations, guidance and coordination to/with PACAF personnel and Xacta ISSE’s to ensure proper management of their Xacta projects. Required Knowledge and experience with NIST RMF methodologies.
  • Responsible for continuous monitoring and real time security assessment of all AF JWICS systems in your SCIF to help ensure the continued accreditation of Site-Hickam
  • Implement and enforce all cybersecurity policies and procedures using the guidance and direction from the Site-Hickam Information System Security Manager (ISSM), PACAF Chief Information Security Officer (CISO) and other PACAF Special Security Office (SSO) security officers
  • Attend all SCIF ISSO training and meetings required by the Site-Hickam ISSM
  • Process JWICS accounts and other SCI access requests for permanent residents and non-permanent/guest users (if approved by the owning SCIF commander) in your facility. Ensure all users have the requisite security clearances, supervisory need-to-know authorization, and are aware of their cybersecurity responsibilities (via cybersecurity training) before being granted access to AF JWICS information
  • Develop and maintain all required security archives on your virtual SCIF ISSO folder and other documents required by the Site-Hickam ISSM
  • Ensure all users receive cybersecurity refresher training on an annual basis
  • Ensure cyber systems are acquired, documented, operated, used, maintained, and disposed of properly and in accordance with the PACAF Configuration Management Board (CMB) and SECONOPS
  • Process Change Requests (CRs) through the PACAF CMB process and serve as board member if so designated by the Site ISSM
  • Report all cybersecurity incidents or vulnerabilities immediately to the PACAF SSO
  • In coordination with the PACAF SSO, initiate protective or corrective measures when a cybersecurity incident or vulnerability is discovered
  • Maintain accountability of all JWICS/SCI users in your SCIF and initiate account deletion process for personnel who no longer need access.
  • Perform other cybersecurity duties delegated by the Site ISSM
  • Your SCIF ISSO responsibilities are equivalent to the Cybersecurity Liaison duties on collateral networks as prescribed in AFI 17-130 and do not require formal IA/IT training or DoDD 8140 certification requirements.
  • Provides oversight to the A&A activities conducted on a system
  • Provides the status of the certification and accreditation to the Delegated Authorizing Official
  • Drafts Security Assessment Report (SAR), Plan of Action and Milestones (POA&M) and Provides the status of the certification and accreditation to the Delegated Authorizing Official
  • Upon completion of the Security Assessment Phase, provides an accreditation recommendation to the Delegated Authorizing Official whether the system should be accredited on the basis of the existing risk.

Required Qualifications:
  • Requires a Bachelor's degree in Information Assurance, Information Technology, computer science or a related field and/or 10 years of relevant experience and 3 years’ direct experience in C4I-related activities.
  • At least three (3) years of experience working in computer network defense and using IC IT security controls.
  • At least three (3) years of experience using IC IT security controls.
  • Maintain an IAM Level III certification.
