Industrial Property Management Specialist (DAWIA II or NPMA CPPM SPS/PD2)

Job Description

POSITION SUMMARY:
To support the Army Expeditionary Contracting Command, CACI is seeking qualified professionals to apply for Personal Services positions as contracted Industrial Property Management Specialists to support a DoD Contracting Office in Afghanistan.

The positions require the successful applicant to provide property management support for any or all stages of the Government Property Administration process. Generally, Contracting Officers will assign projects and will require all necessary support, by working with the Department of Defense (DoD) and other government customers in a team environment. The government requires assistance with determining appropriate clauses associated with contracts, understanding requirements associated with justifying Government property to contractors, utilizing systems such as Electronic Data Access (EDA) and/or Paperless Contracting Files (PCF) and accomplishing Contract Receipt and Review actions. Additionally, the government requires assistance with Property Management System (PMS) procedure reviews, accomplishing GFP attachments in accordance with DFARS PGI 245.103-72, knowledge with GCSS-A/PBUSE, performing and documenting Property Management System Analysis (PMSA), investigating and making recommendations of liability on loss cases (i.e. loss, theft, damage, and destruction), accomplishing liaison duties with the corresponding Accountable Officer in regards to gains and losses of GFP, utilizing the DCMA Loss of GP eTool, understanding plant clearance and disposition of GP, understanding Federal Serviceability codes, reconciling GP and ensuring that all Loss of GP cases are completed upon completion of final inventory, providing disposition instructions for GP deemed as excess by the contractor and generating all required documentation for contract close-outs. Knowledge of FAR Part 45 / DFARS 245 and other applicable regulations, policies and instructions is required. The work required involves exposure to highly sensitive information of the Department of Defense (DoD) and associated contractors, therefore, a stringent conflict of interest clause is included.

Kabul, Kandahar, or Bagram
EDUCATION & EXPERIENCE:
Requires at least DAWIA level II certification in Industrial and Contract Property Management, or NPMA CPPM certification, and at least five (5) years of applicable Government Property Administration (FAR Part 45) experience.
Must have experience using SPS Procurement Desktop-Defense (PD2). A Bachelor's (or higher) degree (in any field of study), with at least 24 semester hours in accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management is preferred.

PHYSICAL DEMANDS:
-Must be able to carry and wear the personal protective equipment issued by the DoD required for the duty location.
-Normal demands associated with an office environment (e.g., ability to work on computer for long periods, communicate with individuals by telephone, email, and face-to-face).
-Besides travel to duty location, some local travel may be required to visit vendors, contract sites, requiring activities, etc.
