Hardware Engineering Center Department Manager – Failure Analysis and Component Testing

The Hardware Engineering Center (HWEC) is seeking an experienced Department Manager who will be responsible for leading the Failure Analysis and Component Testing Department. The Manager will lead approximately 70 professionals located in El Segundo, CA and McKinney, Tx. The Failure Analysis and Component Testing Department provides full-service analysis and test of components for commercial and military applications across various domains (ground, airborne, and space). The Department is responsible for formal analyses, such as Destructive Physical Analysis (DPA) and Failure Analysis (FA), Prohibited Materials Evaluation (PME), PWB coupon Assessment and also support customer-directed access to any internal or contracted capability through a Technical Service (TS) request. The Manager will oversee design verification testing, component characterization, upgrade, screening, qualification and environmental testing in addition to parts radiation characterization and lot acceptance testing, latch-up, single event upset, and neutron testing (CT). The Managers will work closely with programs, suppliers and end users to conduct thorough investigations of failure events. Develop test plans that address both customer needs and program budgets and schedule. The location for this position is in El Segundo, CA.

Responsibilities include:
  • Lead Department of approximately 70 engineers
  • Direct supervisor to Section Managers and Senior Technical Staff
  • Create partnerships to ensure effective component testing and failure analysis support to all Missions/Businesses; Institute improvement processes and efficiencies to maintain competitive position in the market place
  • Provide leadership and application of domain process and company policies, manage department metrics and implement initiatives for performance improvement
  • Manage assets and budgets along with department overhead budget, review and approve the engineering department’s bid and proposal estimates
  • Manage personnel; Appropriately size staff and balance department skills, deploy staff to projects and set priority, ensure excellent project execution, administer employee performance, career development and training
  • Provide oversight and drive the quality of work products developed by department members.

Required Skills:
  • 12+ years of demonstrated experience working in the field of Component Testing / Failure Analysis
  • Strong people and “change agent” leadership skills. Accountability and drive; ability to make decisions, effectively delegate tasks and meet challenging deadlines
  • Experience in laboratory supervisory/line management, including technical leadership, performance development and career development
  • Be a “big picture” thinker with strong written and oral communication skills. Have sound judgment and decision making abilities. Able to effectively juggle multiple tasks and priorities, as well as be an advocate for process improvement and a team player able to build strong relationships and effectively partner with others
  • U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date.
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems.

Desired Skills:
  • Direct experience in department / line management of an electrical or mechanical engineering function at the department level.
  • Familiarity with Raytheon’s engineering, contract and financial processes and systems
  • Understanding of lateral engineering functions; systems, hardware, software, test and quality
  • Knowledgeable of RF electronic systems and/or component technologies
  • Detailed knowledge of bidding processes and proposal development.
  • Working knowledge of EVMS, IMS, & IMP tools for managing programs.
  • DOD Secret Clearance

Required Education:
B.S. in Electrical or Mechanical Engineering, Science, or Mathematics.
Prefer to also have a Master’s Degree in Engineering
