Group Leader - WCI Project Controls & Support

For more than 60 years, the Lawrence Livermore National Laboratory (LLNL) has applied science and technology to make the world a safer place.

We have multiple openings for Project Support Group Leaders with program responsibilities to support the Weapons and Complex Integration (WCI) earned value management systems, including lead responsibilities for the W80-4 Life Extension Program (LEP) and W87-1 Program project controls effort in coordination with the LEP Program Offices. You will lead and be responsible for developing, maintaining, and reporting earned value on the W80-4 LEP and W87-1 integrated schedules and budgets for WCI and the supporting programs of Weapon Technologies and Engineering (WTE) Program and Weapon Physics and Design (WPD). You may also have responsibility for WCI project controls systems as required by upcoming programs/projects. These positions are in the Defense Technologies Engineering Division (DTED), within the Engineering Directorate.

Essential Duties
 - Lead and implement strategic project controls systems to support WCI’s program and projects with project controls and Earned Value Management System (EVMS).
- Provide line management to project control account managers, master schedulers, schedulers, and project controls analysts, including writing performance appraisals and actively participating in ranking and hiring activities.
- Provide project management expertise for all project aspects of the W80-4 LEP and/or W87-1; lead and implement strategic planning and formulate LEP project goals and deliverables to support mission objectives ensuring compliance with DOE/NNSA/federal and state regulations and applicable laws.
- Oversee scheduling to evaluate critical path and near critical path(s), Schedule Risk Analysis (SRA), and the customer’s needs to ensure deliverables are met.
- Coordinate LEP project interfaces and deployment interfacing with other LEP organization’s internal and external customers.
- Maintain a cooperative and communicative working relationship with the NNSA LEP funding customers and ensure all LLNL LEP needs and concerns are properly represented on the project.
- Perform other duties as assigned.

- Bachelor’s degree in relevant functional discipline or related field, or the equivalent combination of education and related experience.
- Significant experience directing and planning project controls/management and analyzing and solving complex problems in innovative and effective ways and defining appropriate responsibilities, accountabilities, and authorities.
- Expert knowledge and understanding of project management tools and techniques, including work planning, scheduling, cost estimating, analyzing and managing budgets, and project controls reporting.
- Experience in direction, personnel administration, and training of technical and non-technical personnel with experience presenting project controls information to client/management.
- Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management and external sponsors.
- Effective interpersonal skills and ability to work collaboratively and in a multidisciplinary team environment with ability to coordinate work and goals on multiple simultaneous projects effectively.
- Ability to travel.

Desired Qualifications
- Project Management Professional (PMP) certification.
- Expert knowledge and understanding of project controls systems and current industry and technical developments. Experience with Oracle Financial Systems, Primavera P6, Cobra, wInsight, Acumen.
- Experience with LLNL and DOE/NNSA financial policies and procedures, and Contract DE-AC52-07NA27344 requirements.

Pre-Placement Medical Exam:  A job related pre-placement medical examination may be required.

Pre-Employment Drug Test:  External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance:  This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.
