Government Acquisition Procurement Engineer Sr.

Basic Qualifications
-DoD 8570 IAT/IAM Level 1 or higher
-Minimum of five (5) years of government acquisition experience
-Ability to manage multiple concurrent acquisition efforts.
- Secret Clearance
-In addition to specific security clearance requirements all Department of Homeland Security SOC employees are required to obtain an Entry on Duty (EOD) clearance to support this program.

Job Description
Provide acquisition management support and subject matter expertise to assist the Government DHS SOC Manager.
-Leads in the execution of all procurement activities including and not limited to market research; the creation of documents required for new purchases and hardware and software maintenance renewals;
-Reviewing procurement requisition packages to ensure comprehensive inclusion of all required documentation;
Verifying that vendor products comply with SOC requirements
-Assisting the Government with the receipt of deliverables and with the validation that goods/services received fulfill contractual requirements.
- Keep an up to date record of all procurement activities
- Keep a master calendar of submissions, receipts, due dates and expirations of licenses and task orders. Complete all work in accordance with applicable Federal and Department acquisition regulations and policy, including the Federal Acquisition Regulations (FAR), Homeland Security Acquisition Regulation (HSAR), Homeland Security Acquisition Manual (HSAM), etc.
-If required to procure products/services on behalf of the Government the Acquisition Support Specialist will use Government Sources of Supply, including but not limited to Department-wide Ordering Vehicles, GSA Schedule, etc., with prior Contracting Officer approval.
-The Acquisition Support Specialist will submit the required documentation to the Government DHS SOC Manager, Technical and Operational Leads, and the COR. Detailed deliverable requirements and schedules will be provided in individual task orders. Provide any documents generated as a result of these reviews to the COR for processing.
- Deliver written comments or reports, evaluation inputs, or additional documentation in the required format within the schedule established in the Task Order conforming to the DHS quality guidelines for acceptance by the COR.

More specifically the tasks include:
- Maintain schedule and library of procurement activities
- Develop software requirements and recommendations
- Perform software risk or impact assessments
- Prepare Quarterly Software and Maintenance Renewal Report
- Prepare monthly and quarterly Software Inventory License Reports
- Provide acquisition support to plans, work statements, cost estimates, solicitations, and other documents required by DHS
