TheMissile Systems Strategic Sourcing Organization is looking for a visionary leader to take our Supply Chain Proposal Team to the next level. The Supply Chain Proposal Team is responsible for coordinating and executing all Supply Chain related proposal activities for over $4B of material for multiple programs at Missile Systems. This new team under Strategic Sourcing is paving the way for how Global Supply Chain will support the business for all proposals.

The Manager of the Global Supply Chain Proposal Team will be working directly and indirectly with a cross functional team which includes but is not limited to Estimating, Capture Managers, Program Managers, Program Proposal Managers, Material Program Managers, and Integrated Supplier Directors. This Leader must be able to directly manage a team to think strategically and be innovative while performing the tactical execution of obtaining compliant proposals from suppliers for timely submittal of prime proposals. This Manager will assign team members to various proposals, provide direction, deliver coaching and feedback, tracks proposal progress, engage stakeholders to diagnose/resolve issues and problems, and ensure interim and final proposal deliverables comply with all proposal preparation instructions as specified in the Federal Acquisition Regulation (FAR) and the Customer Request for Proposal (RFP). In collaboration with others, this Senior Manager will develop and refine standard tools and processes while establishing priorities for proposal production and ensures adherence to deadlines and submittal dates.

Job duties of the Senior Manager - Global Supply Chain Proposals will include:
•Early engagement with programs on forecasted proposals – timing, location, size/scope, clearance requirements, and customer
•Partnering with Programs to developing material pricing strategies
•Lead and perform the supply chain proposal kick offs
•Participate in executive leadership reviews to communicate proposal progress
•Working with Suppliers for timely proposal development and submission
•Review and ensure compliant cost and pricing data is received from suppliers
•Identify and develop methods and identify data for performing analytics to pricing on bills of material
•Track proposal progress, measuring team performance, and improvement to overall cycle time
•Provide direction, coaching, and feedback to team members
•Coordinates use of proposal development centers (PDCs) with capture managers and proposal teams
•Leads and participates in the development of processes and tools for effective, efficient proposal operations
•Enforces adherence to Proposal Excellence standards
•Leads special projects for Proposal Excellence for Global Supply Chain
•Completes other proposal administration tasks as needed
•If needed, serves as proposal manager on selected proposals

Required Experience, Knowledge, and Skills:
•A minimum of 10 years of related experience.
•Excellent oral and written communication skills.
•Experience reading and analyzing Request for Proposals (RFPs).
•Ability to prioritize and work multiple tasks under deadline.
•Working knowledge of industry-standard proposal management processes.
•Strong interpersonal skills and team player attitude; comfortable working in a matrixed environment.
•Adaptable to changing schedules in a fast-paced and demanding environment
•Customer-service oriented. Conflict management and diplomacy skills
•Take initiative; acts independently when needed
•Demonstrated organizational skills
•Resourceful problem solver
•Eligibility to obtain and maintain a security clearance (i.e., qualified applicants may be subject to a security investigation and must meet minimum requirements for access to classified information

Desired Experience, Knowledge, and Skills:
•Active Secret or TS/SCI security clearance preferred
•Understanding of MS proposal process, including experience in RMS systems (SAP, Rapid Response, etc).

Required Education: Bachelor’s Degree
