Summary:
  • ChenegaProfessional and Technical Services is seeking a General Clerk II forUSDA to primarily focus on the administrative support required to properly andefficiently process Farm Bill (FB) Contracts and those administrative supportitems leading up to contract obligation and any administrative support itemsresulting from FB contract management.

Duties andResponsibilities:

  • Assisting theDistrict Conservationist and other office staff with activities that support NRCSfinancial assistance programs through the Farm Bill.
  • Providingassistance related to collecting and assembling cost data and processing paymentapplication requests. Reviewing a wide variety of invoices, vouchers, and othermiscellaneous paperwork associated with NRCS Programs
  • Compiles supportingdocuments to substantiate payment requests, ensures that payment requestscomply with provisions of long term contracting and are within obligated spendinglimits prior to submission of payment package. Assisting with documents and correspondencerelated to contract administration, including contract implementation, statusreviews, contract modification and potential cancellations or terminations.
  • Services willrequire utilizing a variety of computer hardware and software applications andsmall office machines. Working knowledge of the Natural Resources Conservation Service(NRCS) software such as Protracts, Conservation
  • Desktop, DocumentManagement System, Performance Results System, and Excel.
  • Additionally, willestablish and maintain participant files in Document Management System andProtracts.
  • Review accuracy ofdocumentation, compliance with regulations, and justification of vouchers,invoices, claims, statements and other requests for payment of goods andservices; processes program payment information; prepares for District
  • Conservationist’ssignature and forwards completed document to Program Assistant for payment.
  • Responsible forestablishing and maintaining contracting files and producer records accordingto NRCS policy. This includes receiving and assembling program applications andcollecting producer eligibility information.
  • Responsible for compilingcontract administrative documentation.
  • Assisting withgeneral clerical and logistical items in the office as needed, including but notlimited to: gathering documents related to data calls and financial andprogrammatic audits; preparing reports based on requests for statistical orinformation material regarding NRCS programs; obtaining information fromtracking software, files, and through knowledge of technical staff; andupdating data and electronic copies of documents into agency specificelectronic software programs, such as Document Management System.
  • Assisting withvehicle maintenance coordination
  • Travel to other NRCS offices may be required on occasion
  • Other duties as assigned

MinimumQualifications:(To perform this job successfully, an individual must be able to perform eachessential duty satisfactorily.)

  • Minimum of a highschool diploma.
  • 2+ years ofclerical experience

Knowledge, Skillsand Abilities:

  • Possess validdriving license;
  • Proficient in wordprocessing;
  • Proficient in theuse of computer hardware and software applications, such as Microsoft
  • Windows, Word,Excel, Access, Outlook, PowerPoint and Adobe Acrobat Professional;
  • Knowledgeable andexperienced in operating small office machines, such as calculators, faxmachines, scanning devices, postage meters, and copy machines;
  • Knowledgeable andexperienced in general office procedures, such as preparing reports, spreadsheets,and filing. Familiarity with certified mail and return-receipt mail procedures;
  • Ability to learnand utilize agency specific software and web-based applications;
  • Good oral andwritten communication skills
  • Capable of workingindependently
  • Customer serviceexperience with the public
  • Possess basictelephone skills.
  • Although notrequired the following qualification would be preferred:
  • Knowledge ofgeneral agricultural and conservation programs
TRAVEL
  • Travel to NRCSoffices within the local commuting area may be required on occasion. Use of thegovernment vehicles will be allowed for official government business when theneed arises. These instances shall be minimal and will be coordinated with theoffice staff.

  • While performing the duties of thisJob, the employee is regularly required to sit and talk or hear.   • The employee will normally work ina temperature-controlled office environment, with frequent exposure toelectronic office equipment.
  • During visits to areas of operations,may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborneparticles, toxic or caustic chemicals, and loud noise.
